Urgent measures are being taken to mitigate the damage caused by the remnants of Typhoon No. 4 in Nghe An province.

(Baonghean.vn) - The Chairman of the People's Committee of Nghe An province has issued an urgent dispatch requesting all departments, units, and localities to promptly address the consequences of the remnants of typhoon No. 4.

The Chairman of the People's Committee - Head of the Steering Committee for Disaster Prevention and Search and Rescue of Nghe An province issued an urgent telegram (No. 28/CDĐ.UBND, dated September 15, 2016) requesting the Chairmen of the People's Committees of districts, cities, and towns, the Provincial Military Command, the Provincial Border Guard Command, the Directors of provincial departments and agencies, the Directors of irrigation and hydropower companies in the province, and other relevant units to urgently implement the following tasks:

1. Continue to strictly implement the contents of Official Dispatch No. 27/CD.UBND dated September 14, 2016, of the Chairman of the Provincial People's Committee; and Official Dispatch No. 24/CD-TW dated September 14, 2016, of the Office of the Central Steering Committee on Disaster Prevention and Control.

2. The Chairpersons of the People's Committees of districts, cities, and towns shall immediately implement damage assessment work to proactively support and mitigate the consequences. They shall mobilize all forces and resources in their areas to organize the search for missing persons; assist and encourage people to overcome the damage; organize visits and provide support to families with deceased or injured members; families whose houses have collapsed, been swept away, or severely damaged; policy beneficiary families and single-parent families; carry out environmental sanitation as the water recedes; repair schools, restore clean water facilities, transportation infrastructure, irrigation systems, power grids, and other essential infrastructure to quickly stabilize people's lives and production.

3. The Departments of Health, Agriculture and Rural Development, and Natural Resources and Environment shall guide localities in immediately implementing environmental treatment measures, spraying disinfectants, treating drinking water; providing medicines and chemicals, and guiding people on environmental hygiene to prevent outbreaks of disease in humans and livestock.

4. The Department of Agriculture and Rural Development will assign officials to direct and guide localities to urgently harvest rice and other crops in the summer-autumn and main crop seasons, restore winter crop production after the floods, rehabilitate silted fields, and repair irrigation and clean water facilities to serve production and daily life. It will direct irrigation companies to continue focusing on operating drainage gates, clearing drainage channels and irrigation systems, and operating pumping stations at full capacity to ensure the fastest possible drainage of floodwaters.

5. The Department of Finance, in coordination with the Department of Labor, War Invalids and Social Affairs and the Standing Office of the Provincial Steering Committee for Flood and Storm Prevention and Control, shall advise the Provincial People's Committee on allocating funds to support the livelihoods of families with deceased members and those whose homes were damaged due to floods and heavy rains, in accordance with current policies.

6. The Departments of Transport, Industry and Trade, Information and Communications, Nghe An Electricity, Nghe An Telecommunications, and other relevant departments and agencies, according to their functions and duties, shall focus on resolving traffic congestion; ensuring electricity for daily life and drainage pumping stations; ensuring communication; and stabilizing the lives and livelihoods of people in flood-affected areas.

7. The Provincial Military Command, the Provincial Police Department, and the Provincial Border Guard Command will continue to maintain rescue and relief forces and equipment, ready to respond when required.

8. Members of the Provincial Steering Committee for Disaster Prevention and Search and Rescue, according to their assigned tasks, will go to the affected areas to direct efforts to mitigate the consequences of the floods.

9. Report the results of damage remediation caused by rain and floods to the Provincial People's Committee through the Standing Office of the Provincial Steering Committee for Disaster Prevention and Search and Rescue for handling.
