Urgently overcome the consequences of storm No. 4 in Nghe An

(Baonghean.vn) - The Chairman of Nghe An Provincial People's Committee issued an urgent telegram requesting departments, units, and localities to promptly overcome the consequences caused by storm No. 4.

The Chairman of the People's Committee - Head of the Steering Committee for Disaster Prevention and Control - Search and Rescue of Nghe An province issued an urgent telegram (No. 28/CDĐ.UBND, dated September 15, 2016) requesting the Chairmen of the People's Committees of districts, cities, towns, the Provincial Military Command, the Provincial Border Guard Command, Directors of provincial departments, branches and sectors, Directors of irrigation and hydropower companies in the province and related units to urgently implement the following tasks:

1. Continue to strictly implement the contents of Official Dispatch No. 27/CD.UBND dated September 14, 2016 of the Provincial People's Committee Chairman; Official Dispatch No. 24/CD-TW dated September 14, 2016 of the Office of the Central Steering Committee for Natural Disaster Prevention and Control.

2. Chairmen of People's Committees of districts, cities and towns shall immediately carry out damage assessment work to proactively support and overcome the consequences. Mobilize all forces and means in the area to organize the search for missing people; help and encourage people to overcome the damage; organize visits and support families with dead or injured people; families with collapsed, washed away or severely damaged houses; policy families and single-parent families; clean up the environment as the floodwaters recede; repair schools, repair clean water works, traffic works, irrigation works, power grid systems and other essential infrastructure to quickly stabilize people's lives and production.

3. The Departments of Health, Agriculture and Rural Development, and Natural Resources and Environment guide localities to immediately implement environmental treatment measures, spray disinfectants, sterilize, and treat domestic water; provide medicines and chemicals, and instruct people on environmental sanitation to prevent disease outbreaks in humans and livestock.

4. The Department of Agriculture and Rural Development shall assign staff to direct and guide localities to urgently harvest rice and crops in the summer-autumn and winter-spring crops, restore winter-spring crop production after floods, renovate silted fields, repair irrigation works, and provide clean water for production and daily life. Direct irrigation companies to continue focusing on operating drainage sluices, clearing drainage shafts, irrigation systems, and operating pumping stations at full capacity to ensure the fastest drainage.

5. The Department of Finance coordinates with the Department of Labor, War Invalids and Social Affairs and the Standing Office of the Provincial Steering Committee for Disaster Prevention and Search and Rescue to advise the Provincial People's Committee to provide financial support for families with deaths and housing damage caused by floods according to current policies.

6. The Departments of Transport, Industry and Trade, Information and Communications, Nghe An Electricity, Nghe An Telecommunications and related Departments and branches, according to their functions and tasks, focus on overcoming traffic congestion; ensuring electricity for daily life and pumping stations for flood control; ensuring communication; stabilizing the lives and activities of people in flooded areas.

7. The Provincial Military Command, Provincial Police, and Provincial Border Guard Command continue to maintain rescue forces and vehicles, ready to respond when requested.

8. Members of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue, according to assigned tasks, go to the localities to direct the overcoming of flood consequences.

9. Report the results of overcoming damage caused by rain and floods to the Provincial People's Committee through the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue for handling.
