Nghia Hung commune (new), Nghia Dan district, following the ceremony announcing the establishment of the new administrative unit and commune Party committee on December 12th (based on the merger of 3 communes: Nghia Hieu, Nghia Thinh, and Nghia Hung (old)), has accelerated the progress of tasks related to organizational structure.

Immediately after the new commune was announced, the commune's People's Council meeting was held to consolidate the positions and apparatus of the local government; elect officials in the Fatherland Front Committee and other political and social organizations of the new administrative unit. All of these tasks were carried out in parallel while ensuring continuous and uninterrupted operation of services for the people and businesses.

Comrade Nguyen Dinh Thai – Secretary of the Party Committee of Nghia Hung commune, said: Based on the newly formed organizational structure, the political system's organizations have reviewed and supplemented their working regulations, assigning specific tasks to collectives and individuals. Because the staff is being merged mechanically, totaling 61 people, including 20 officials and 41 civil servants, multiple people are currently handling the same task.

To avoid overlapping and shirking of responsibilities, the Party Committee of Nghia Hung commune directed organizations within the political system to assign and arrange work for officials and civil servants in charge of their previous areas, ensuring they are both proficient in their work and gradually adapt to the larger scale, scope, and volume of work before proceeding with the restructuring and streamlining of officials and civil servants according to the planned schedule.

In Vinh Tan ward (new), Vinh city, after announcing the establishment of the administrative unit and launching the new Ward Party Committee on the morning of December 20, 2024 (merging Hong Son ward into Vinh Tan ward (old)), on the same afternoon, the Standing Committee and the Ward Party Committee held a meeting to approve the program and content for organizing the Ward People's Council meeting to consolidate and arrange the People's Council, People's Committee, Fatherland Front, and political and social organizations of the ward on December 24.

Comrade Nguyen Trung Dung – Secretary of the Vinh Tan Ward Party Committee – stated: In parallel with directing the consolidation and reorganization of the organizational structure and personnel of agencies and units within the political system to begin operations after the merger, the Party Committee has also directed the development, review, amendment, and supplementation of operational regulations, work programs, and action plans to ensure the successful implementation of the targets set forth in the Resolutions of the Party Congresses for the 2020-2025 term. Starting from December 24th, Vinh Tan Ward officially commenced operations, simultaneously reviewing targets and tasks to focus on decisive leadership; continuing to direct the completion of the Party branch congresses and preparing for the Ward Party Congress for the 2025-2030 term.

Assigning personnel to meet job requirements.

Based on Resolution No. 1243, dated October 24, 2024, of the Standing Committee of the National Assembly on the rearrangement of district and commune-level administrative units in Nghe An province for the period 2023-2025; along with directives from the Provincial Party Committee and plans from the Provincial People's Committee; by December 25, localities subject to the merger of commune-level administrative units in the province had completed the announcement of the establishment of new administrative units and the Party committees of communes, wards, and towns according to the new administrative units.

In Thanh Chuong district, the locality has completed the announcement of the establishment of administrative units and Party organizations in 7 new communes and towns, based on the merger of 16 communes and towns; and announced personnel appointments, including the appointment of executive committees, standing committees, secretaries, and deputy secretaries in 7 units.

Comrade Nguyen Trong Anh - Member of the Standing Committee and Head of the Organization Department of Thanh Chuong District Party Committee, said: The Standing Committee of the District Party Committee has assigned responsibility to the Party committees at the grassroots level to closely supervise the arrangement, placement, and assignment of tasks within the organizational structure, ensuring fairness, objectivity, and the right person for the right job. This ensures that the qualifications, abilities, and strengths of each cadre and civil servant are properly utilized, and especially that the new apparatus operates effectively and efficiently, meeting the requirements of tasks with a workload that is two or three times greater than that of the old administrative unit.

In Nghia Dan district, to ensure the new apparatus operates effectively immediately after the merger, the District Party Committee has meticulously prepared personnel for the executive committee, standing committee, secretary, deputy secretary of the Party committee; chairman of the Party committee's inspection committee; and other leadership and management positions under the management of the District Party Committee's Standing Committee, as well as the chairman and vice-chairman of the Fatherland Front Committee and other political and social organizations in the new administrative units.

The personnel plan is developed based on surveys and assessments of the trustworthiness of each staff member at each unit; simultaneously, direct meetings and discussions are held with staff members, who are asked to provide feedback on their five desired outcomes: remaining in their current position; being promoted to deputy position; transferring to another unit to hold an equivalent position; becoming a civil servant; or proposing other desired outcomes.

"This objective approach gives officials more opportunities to choose, and allows Party committees to make appropriate arrangements and assignments in a democratic, objective, and impartial manner," said Comrade Le Thi Thanh, Deputy Head of the Organization Department of Nghia Dan District Party Committee.

Along with focusing on the arrangement and placement of officials and civil servants, Comrade Tran Ngoc Tu – Deputy Secretary of the City Party Committee and Chairman of the Vinh City People's Committee – stated that: What needs attention after the merger is strengthening propaganda work and doing a good job of ideological work; in addition to the responsibility of the Party committee, Party organizations and departments, each official and civil servant must also do a good job of ideological work for themselves; recognizing this as a common revolution of the Party to implement the historically significant policy of the country.

Alongside this, it is necessary to build internal unity and solidarity, with a shared ideology for action; coupled with innovative thinking and new approaches, it is essential to eliminate traditional leadership styles and unrealistic viewpoints in order to choose a more decisive, strong, and proactive path to effectively carry out the political tasks of the unit after the merger or upgrade from a commune to a ward.

Local authorities also focus on leadership and guidance, promoting the active role of blocks, hamlets, villages, and communities to work together with the Party committees, government, and political system at the commune and ward levels to effectively carry out the local political tasks.

In addition, attention should be paid to arranging and ensuring adequate working facilities for officials and civil servants, as some of the buildings selected for the new administrative units are currently dilapidated and do not meet the requirements.
