Survey in preparation for the 3rd Vietnam-Laos Defense Friendship Exchange Program.
On May 4th, a delegation from the Border Guard Command and the Foreign Affairs Department of the Ministry of National Defense, led by Major General Hoang Huu Chien, Deputy Commander and Chief of Staff of the Border Guard, conducted a survey of locations planned for activities within the framework of the 3rd Vietnam-Laos Defense Friendship Exchange Program in the Thanh Thuy Border Gate Border Guard Station, Ngoc Lam Border Guard Station, and related areas.
The delegation included Comrade Thai Van Thanh - Member of the Provincial Party Committee, Vice Chairman of the People's Committee of Nghe An province. Representing the Provincial Border Guard Command were Colonel Nguyen Cong Luc - Commander; Colonel Tran Quang Trung - Political Commissar; and representatives from relevant agencies, units, and localities.

At the survey sites, the working group directly inspected all conditions for organizing the program, including facilities, infrastructure, security and safety plans, reception and hospitality arrangements, and logistics. Simultaneously, the group listened to detailed reports from the units on implementation plans, preparation progress, and any difficulties or obstacles encountered during the process. Based on this, the leaders of the Border Guard Command promptly directed, guided, and adjusted some aspects to ensure the program was organized in a dignified, practical, effective, and purposeful manner.

According to the plan, the 3rd Vietnam-Laos Defense Friendship Exchange Program will feature many meaningful and outstanding activities, including: talks between leaders of the two countries' Ministries of Defense; visits and working sessions at military units; groundbreaking ceremonies for friendship projects; joint patrols, painting border markers, planting commemorative trees and "friendship trees".
In addition, there are practical social welfare activities such as donating breeding cattle to poor households, awarding scholarships to students from disadvantaged backgrounds, organizing medical examinations and treatment, and providing free medicine to people in the border areas on both sides.

The program will also include a review of the twinning activities between villages on both sides of the border, twinning between Vietnamese border guard posts and Lao border protection forces, along with many cultural, artistic, and sports exchange activities.

The thorough survey and preparation of the organizational conditions for this event is an important foundation for the 3rd Vietnam-Laos Defense Friendship Exchange Program, scheduled to take place in June 2026, contributing to further strengthening and fostering the special solidarity and comprehensive cooperation between Vietnam and Laos.
