Commending and publicizing the courageous act of Village Head Mua A Thi in rescuing 90 villagers from the flash flood disaster.
Prime Minister Pham Minh Chinh instructed the Ministry of Interior and the People's Committee of Dien Bien province to report immediately on August 4th, and submit to the competent authorities a proposal for a well-deserved commendation for the courageous, decisive, and responsible actions of Village Head Mua A Thi, who saved 90 people from Hang Pu Xi village, Xa Dung commune, Dien Bien province, from the flash flood and landslide disaster.

In the early morning of August 1, 2025, a severe flash flood and landslide struck Hang Pu Xi village, Xa Dung commune, Dien Bien province. The flash flood, accompanied by mud and rocks, submerged the entire area.
That night, village chief Mua A Thi (26 years old) bravely plunged into the raging floodwaters, calling on villagers to flee, carrying the elderly to safety, and saving the entire Hang Pu Xi village from disaster. Thanks to the timely warning and decisive action of village chief Mua A Thi, 90 people in the dangerous area escaped harm, with only 5 houses severely damaged, the rest buried under the floodwaters.

Following the courageous, decisive, and responsible actions of Village Head Mua A Thi, Prime Minister Pham Minh Chinh instructed the Ministry of Interior and the People's Committee of Dien Bien province to report immediately on August 4, 2025, and submit a proposal to the competent authorities to establish appropriate and deserving policies and forms of commendation and reward for Village Head Mua A Thi.
At the same time, the Prime Minister requested that all levels and sectors learn from the courageous and selfless example of Village Head Mua A Thi; and that media outlets disseminate information about good deeds that protect the lives and ensure peace and happiness for the people.
Prime Minister Pham Minh Chinh also requested the Chairmen of the People's Committees of the provinces to conduct a comprehensive review of all schools, hospitals, and health stations in areas affected by the recent floods, and to report to the Prime Minister by August 5, 2025, on plans for repair and restoration to ensure medical treatment for the people and the education of children preparing for the new school year.
