(Baonghean) - Raising awareness among officials at all levels of Party committees, government, the Fatherland Front, and mass organizations; consolidating and renewing the team of officials working in mass mobilization at the grassroots level; and simultaneously integrating mass mobilization work into professional activities.
This is also the solution implemented by the Quy Hop District Party Committee in accordance with "Resolution No. 25 (Resolution 25) of the Central Committee of the 11th Party Congress on strengthening and renewing the Party's leadership over mass mobilization work in the new situation".

Minh Hop commune is one of the first two localities in the mountainous district of Quy Hop to be recognized as achieving the new rural standard. Behind this success lies the tremendous efforts of the locality with many solutions in mobilizing and effectively utilizing resources. Particularly noteworthy is the role of the commune's mass mobilization block and the mass mobilization teams in the hamlets, who actively mobilized the people to successfully implement many criteria considered difficult to achieve, such as transportation, cultural infrastructure, and the environment.
For example, in Minh Hong hamlet, home to 68 households, the hamlet's People's Mobilization Team, consisting of 12 members from the Party Committee, the Executive Committee, the Front Committee, and heads of neighborhood groups, actively mobilized the people to contribute annually from 2011 to 2014, raising over 500 million VND. They also encouraged children working away from home to contribute 230 million VND to build a community center.
For example, the construction of household waste disposal facilities, allowing each family to sort and burn their own waste, was implemented with the involvement of the Women's Association and members of the People's Mobilization Team. All 68 households in the hamlet participated. Comrade Dang Ngoc Hoan, head of Minh Hong hamlet, said: "To create consensus among the people, the key is to widely implement grassroots democracy regulations so that people are informed, can discuss, and reach a consensus. Exemplary cases also need to be promptly publicized through the public address system to encourage the people's spirit."

In Dong Hop commune, the guiding principle is that innovation in mass mobilization work must originate from the cadres, especially at the grassroots level. Therefore, with a strengthened core cadre force, Dong Ban is one of the pioneering units in implementing the commune's common tasks. In 2015, the branches helped 3 families escape poverty.
In particular, the Party Committee mobilized the people to donate 4.5 million VND to the household of Mr. Vi Van Sy, who is facing extreme hardship due to illness, and also called for donations of nearly 60 million VND. Similarly, in the construction of new rural areas, the villagers contributed 500 million VND, not including labor costs, to build 1.2/1.8 km of internal village roads.
According to the Quy Hop District Party Committee's Mass Mobilization Department, implementing Resolution 25 has led to many innovations in mass mobilization work in the district. In implementing the "Skilled Mass Mobilization" movement, the district has proactively directed its integration into major tasks such as building new rural areas.
Government-led public relations work has also been strengthened with the acceleration of administrative reform; at the same time, wherever there are prominent issues, the Chairman of the District People's Committee or the Chairmen of the Commune People's Committees directly go to the grassroots level to dialogue with the people to understand and resolve the issues, such as cases related to people's agricultural land.

At the village level, the position of Party branch secretary also serves as the head of the mass mobilization team; therefore, Quy Hop district has determined that in areas with many retired officials, the structure should involve electing a Party branch secretary; while in remote areas with few retired officials, a young, capable, and reputable official should be elected to this position.
Comrade Ngan Thi Hong, Head of the Mass Mobilization Department of the Quy Hop District Party Committee, said: “With the above methods, mass mobilization work in Quy Hop district has seen many positive changes, contributing to promoting the effective implementation of the local political tasks; the lives, thoughts, and aspirations of the people are basically understood and appropriate and timely policies and measures are taken to address them; ensuring benefits for the people and the community.”
