Challenges in preserving and promoting the traditional cultural values of ethnic minorities in conjunction with tourism development.
Implementing Project 6 "Preserving and promoting the fine traditional cultural values of ethnic minorities associated with tourism development" under the National Target Program for socio-economic development of ethnic minority and mountainous areas giai đoạn 2021-2025, the Culture and Sports sector has carried out many activities, but difficulties still remain.
According to a report from the Department of Culture and Sports, as of the end of October 2024, using development investment funds, the Culture and Sports sector had implemented two projects: the Project to Preserve and Promote Traditional Cultural Values in Hoa Tien Village, Chau Tien Commune, Quy Chau District, and the Project to Restore, Renovate, and Promote the Value of the Vi Van Khang House historical site in Mon Son Commune, Con Cuong District. Both projects are currently under construction and are expected to be completed on schedule.
Regarding operational funding, the procurement and handover of equipment for 228 cultural centers have been completed; one cultural model has been built; 10 community libraries have been constructed; and support has been provided to prevent degradation of three historical sites in ethnic minority areas.

At the same time, the Project's activities have received attention from local authorities and the support of ethnic minority communities.

However, the Director of the Department of Culture and Sports also emphasized that there are currently 41 villages and hamlets in ethnic minority and mountainous areas that lack cultural and sports facilities. In addition, 418 village cultural centers have been built but are either dilapidated or do not meet the required scale and standards. Resource mobilization remains limited; mountainous districts face difficulties in securing matching funds, while the implementation of the Program mainly depends on the state budget. Local cultural officials often have to handle multiple other tasks, hindering implementation.
Furthermore, the implementation of Project 6 also encountered some obstacles related to support policies. Specifically: Circular No. 55/2023/TT-BTC dated August 15, 2023, of the Ministry of Finance does not specify the expenditure limits for supporting the activities of traditional performing arts groups; Guidance Document No. 1684/HD-BVHTTDL dated April 28, 2023, of the Ministry of Culture, Sports and Tourism does not specify the content, process, and procedures for providing support to artisans.
These shortcomings necessitate prompt attention from relevant levels and sectors; and more specific adjustments and guidance from central agencies to overcome difficulties and promote the effective implementation of the Project in the future.
