Difficulties in preserving and promoting traditional cultural values of ethnic minorities associated with tourism development
Implementing Project 6 "Preserving and promoting fine traditional cultural values of ethnic minorities associated with tourism development" under the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2025, the Department of Culture and Sports has carried out many activities, but there are still difficulties.
According to the report of the Department of Culture and Sports, by the end of October 2024, from the development investment capital, the Department of Culture and Sports has implemented 2 projects: Project to Preserve and Promote Traditional Cultural Values in Hoa Tien Village, Chau Tien Commune, Quy Chau District and Project to Restore, Renovate and Promote the Value of the House of Mr. Vi Van Khang in Mon Son Commune, Con Cuong District. Both projects are currently under construction and are expected to be completed on schedule.
Regarding career capital, the purchase and handover of equipment for 228 cultural houses has been completed; 1 cultural model has been built; 10 community bookcases have been built; and 3 relics in ethnic minority areas have been supported to prevent degradation.

Ms. Tran Thi My Hanh - Director of the Department of Culture and Sports said that Project 6 has had positive impacts on people's lives.ethnic minorities and mountainous areasActivities such as investing in infrastructure for cultural and sports institutions; supporting cultural and sports activities; building bookcases to serve the people... have contributed to improving the level of cultural enjoyment for the people. At the same time, the Project's activities have received attention from local authorities and the response of ethnic minority communities.

However, the Director of the Department of Culture and Sports also emphasized that there are currently 41 villages and hamlets in ethnic minority and mountainous areas that do not have cultural and sports facilities. In addition, 418 village and hamlet cultural houses have been built but are degraded or do not meet the scale and standards. Resource mobilization is still limited; mountainous districts face difficulties in matching capital, while the implementation of the Program mainly depends on the state budget. The team of cultural officers in the locality often has to take on many different tasks, making implementation difficult.
In addition, the implementation of Project 6 also encountered some difficulties related to support policies. Specifically: Circular No. 55/2023/TT-BTC dated August 15, 2023 of the Ministry of Finance does not specifically stipulate the expenditure norms for the task of supporting activities for traditional art troupes; Guiding Document No. 1684/HD-BVHTTDL dated April 28, 2023 of the Ministry of Culture, Sports and Tourism does not specifically stipulate the content, process and procedures for implementing support for artisans.
These shortcomings require early attention from relevant levels and sectors; more specific adjustments and guidance from central agencies to remove difficulties and promote effective implementation of the Project in the coming time./.
