Fifteen individuals charged with disturbing public order.
The police determined that the individuals driving at high speeds, shouting, swerving, and using dangerous weapons had negatively impacted public order and security, endangering other road users.
On October 17th, the Investigation Police Department of Vinh Yen City, Vinh Phuc province, announced that it had issued a decision to prosecute 15 young people aged 16-18 for disturbing public order, as stipulated in Clause 2, Article 318 of the Penal Code.
The individuals involved are: Bui Duc Duy (born 2007), Bui Dinh Duy (born 2008), Do Viet Anh (born 2008), Tran Cong Thao (born 2006), Dang Tien Dat (born 2007), Tran Dinh Khanh (born 2007), Vu Van Duong (born 2008), Tran Duy Ngoc (born 2007), Vu The Dan (born 2008), Nguyen Quang Linh (born 2005), Nguyen Xuan Tung (born 2006), Nguyen Minh Thanh (born 2008), Hoang Duc Anh (born 2008), Nguyen Gia Khiem (born 2007), and Do Chi Thanh (born 2008). All residing in Vinh Phuc province, at the time of committing the offense, they were all over 16 years old and therefore must bear criminal responsibility for the aforementioned crime.

According to investigative documents, on July 26th, Do Duc Hai (born in 2007), residing in Thanh Tru commune (Vinh Yen), and his group of friends were sitting and drinking at Bac Dam Vac bridge when Ha Minh Dang (born in 2010), from Tich Son (Vinh Yen), and his group of friends passed by and a conflict arose with Hai's group. Afterwards, Ha Minh Dang and Do Duc Hai exchanged messages via Messenger, arranging to fight at Bac Dam Vac bridge the following evening.
On the evening of July 27th, Ha Minh Dang gathered 11 friends to go fight, including: Nguyen Xuan Tung, Nguyen Quy Trong, Tran Vinh Thanh, Nguyen Tuan Huy, Phung Van Hieu, Quang Xuan Truong, Hoang Duc Anh, Nguyen Khac Duc Minh, Duong Quy Quoc, Phan Dac Hiep, and Pham Minh Duc.
On Do Duc Hai's side, he also gathered 10 friends to fight with Dang's group: Bui Dinh Duy, Do Viet Anh, Le Hoang Viet, Do Chi Thanh, Nguyen Hoai Nam, Tran Cong Dung, Bui Duc Duy, Nguyen Van Hieu, Nguyen Gia Khiem, and Nguyen Minh Thanh.
At around 9 PM that same day, Hai called Nguyen Quang Linh, who in turn invited four other friends: Dang Tien Dat, Tran Cong Thao, Tran Dinh Khanh, and Nguyen Trung Nghia.
While traveling from Dao Duc town to Huong Canh town (Binh Xuyen), Linh's group encountered Vu The Dan and Tran Duy Ngoc's group who were out socializing. Linh then invited them to join Do Duc Hai's group to find and attack Ha Minh Dang's group.
At around 9:30 PM that same day, the two groups met at the Bac Dam Vac bridge area in Dong Da ward (Vinh Yen) and immediately attacked each other with pig spears and machetes. Seeing that Do Duc Hai's group was larger and armed with more weapons, Ha Minh Dang's group fled.
As the group fled, Nguyen Tuan Huy, Tran Vinh Thanh, Ha Minh Dang, Quang Xuan Truong, Phan Dac Hiep, and Nguyen Quy Trong saw another group of six young men standing under an overpass in Dong Da ward (Vinh Yen). Thinking these young men belonged to Do Duc Hai's group, Huy, Thanh, Dang, Truong, Hiep, and Trong shouted and chased after them. Trong fired two shots from a loaded BB gun, hitting one of the young men in the back.
Based on the documents and evidence in the case file, the Criminal Investigation Agency of Vinh Yen City Police determined that the individuals in Do Duc Hai's group and Ha Minh Dang's group, while chasing and fighting each other, were driving at high speeds, shouting, swerving, and using knives and machetes... all of which are dangerous weapons and vehicles that negatively affected public order and security, endangering other road users.
For the remaining cases, where the offender was under 16 years old at the time of the offense, had a clear place of residence, no prior criminal record, and was currently a student at a high school or vocational school, the investigating agency applied preventive and supervisory measures and consolidated the case file for processing according to the law.
