At about 11:30 a.m. on February 20, 2024, the Investigation Police Agency of Hoang Mai Town Police received information about the arrest of a person caught red-handed for the act of "Resisting a person on official duty" by Dien Chau Traffic Police Station (under the Traffic Police Department) against Dao Van Dung (born in 1981), residing in Nghi Son town, Thanh Hoa province.

Accordingly, at about 10:45 a.m. the same day, the Traffic Police Station's working group was on patrol and control duty on National Highway 1A in Tan Tien block, Quynh Thien ward, Hoang Mai town when they discovered a tractor truck with license plate 36C-288.88 pulling a trailer with license plate 36R-019.79, driven by Dao Van Dung, showing signs of carrying oversized goods and not tying down the goods, so they signaled the vehicle to stop for inspection.

However, Dung did not comply and deliberately slowed down, hitting Senior Lieutenant Nguyen Hoang Nhan, then continued to push Senior Lieutenant Nhan about 150m, injuring the Senior Lieutenant. Senior Lieutenant Nhan continued to ask the driver to pull over to the side of the road, but Dung stopped the car in the middle of the road, causing a traffic jam for more than 15 minutes and barricaded himself in the car.

Discovering the incident, the Working Group quickly controlled the incident, measured the alcohol concentration and took Doan to the Quynh Thien Ward Police Station for questioning. The results showed that Doan had an alcohol concentration in his breath of 0.085 mg/l, did not have a driver's license, and did not carry vehicle documents. Hoang Mai Town Police made a record of the arrest of Nguyen Duc Doan for the act of "Resisting a person on official duty".

After consolidating the relevant records and documents, Hoang Mai Town Police issued a decision to prosecute the case and prosecute the two subjects Nguyen Duc Doan and Dao Van Dung for the crime of "Resisting a person on official duty".
