Two female factory workers charged with child trafficking.
Two female workers have been prosecuted and detained for trafficking children eight years ago.
The Investigation Police Department of Ky Son District (Nghe An Province) has just issued a decision to initiate a criminal case and prosecute Cut Thi Tuyet (born in 1989), residing in Luu Tien village, Chieu Luu commune, Ky Son district, and Cut Thi Lien (born in 1992), residing in Cha Ca 2 village, Bao Thang commune, Ky Son district, for the crime of...buying and sellingchildren.

Through intelligence gathering, the Ky Son District Police discovered several individuals in the area suspected of colluding with Vietnamese citizens abroad in the trafficking of children. However, because the victims were overseas and the suspected individuals were not present in the locality, the investigation sometimes stalled. Nevertheless, the officers and soldiers of the Criminal, Economic, and Narcotics Investigation Team of the Ky Son District Police persevered in monitoring the situation.
While in the process of gathering documents and evidence, in early July 2024, the Ky Son District Police received a report from LTX (born in 2002), residing in Chieu Luu commune, Ky Son district, Nghe An province, stating that in 2016, she was tricked and sold abroad by two women also residing in Ky Son district.
Immediately after receiving the information, the Ky Son District Police conducted verification, gathered documents and evidence, and determined that Cut Thi Tuyet and Cut Thi Lien were directly involved in smuggling LTX abroad. However, at that time, the suspects were not present in the locality.
To concentrate forces and resources for the timely arrest and prosecution of the suspects, the Ky Son District Police established a special task force to combat the crime. Because Tuyet and Lien were working as factory workers in Binh Duong and Bac Ninh provinces – areas with large populations – they could easily escape if alerted. Therefore, the task force meticulously planned detailed strategies for surrounding and ambushing the suspects, anticipating all possible scenarios.
Implementing coordinated investigative measures and consolidating evidence and documents, on July 25, 2024, recognizing that the time was ripe, the Ky Son District Police, in coordination with the Criminal Police Department of Nghe An Province, decided to crack the case. Accordingly, the two units divided into two task forces, in coordination with the Binh Duong and Bac Ninh Provincial Police, successfully arrested the suspects Cut Thi Tuyet and Cut Thi Lien and successfully escorted them to the Ky Son District Police headquarters.
At the police station, Cụt Thị Liên and Cụt Thị Tuyết initially gave evasive answers, attempting to deny their guilt. However, faced with evidence and documents from the investigators, the two suspects confessed to their crimes. According to their confession, around 2016, through an acquaintance, a woman named Y. (whose birth year and personal information are unknown, and who lives abroad) called Cụt Thị Liên to discuss finding people to smuggle into China, promising a commission. Seeing the lucrative opportunity, Cụt Thị Liên called Cụt Thị Tuyết to find people together.
Knowing that Mr. LVT's family had a daughter, LTX, who was looking for work to earn money to build a house, Tuyet and Lien approached them, painting a picture of "easy work, high pay" to entice and persuade Mr. T.'s family. To gain Mr. T.'s family's trust, Tuyet and Lien promised to pay the family 100 million VND and that after 3 years, they would be able to bring their daughter back home. As a result, Mr. T.'s family agreed to let their daughter, LTX, go abroad to work.
Afterward, the two suspects took X. to a bus and illegally crossed the border into a foreign country. There, Lien, Tuyet, and X. stayed at the house of a woman named Y. Later, X. was sold by this woman to a man to be his wife for 250 million VND. Cut Thi Lien and Cut Thi Tuyet received 110 million VND from Y. Of this amount, Tuyet and Lien gave Mr. T. 100 million VND, saying it was "money X. sent from work," and spent the rest on personal expenses.
After being sold as a wife to a stranger in a foreign land, LTX was controlled by her husband's family and forced to work relentlessly all day long. In June 2024, taking advantage of a lapse in security at her husband's house, X. escaped back to Vietnam. Outraged that she had been exploited and sold abroad as a wife by Tuyet and Lien while seeking work, X. filed a complaint with the Ky Son District Police.
Currently, the Criminal Investigation Agency of Ky Son District Police is finalizing the case files to prosecute the suspects according to the law.
