A female principal of a kindergarten has been prosecuted and taken into custody.
Nguyen Thi Thoa, the principal of Phuong Duc Commune Kindergarten, arbitrarily put 24 teachers and staff members on extended leave while still paying their salaries, then requested that the money be transferred back to the school for unauthorized expenses.
On January 21st, the Hanoi City Police announced that the Phu Xuyen District Police Investigation Agency had executed decisions to initiate criminal proceedings, indict the suspect, issue search warrants for the residence and workplace, and issue arrest warrants for temporary detention against Nguyen Thi Thoa (born in 1970), residing in Phuong Vu village, Phuong Duc commune, Phu Xuyen district, Hanoi City, the Principal of Phuong Duc Commune Kindergarten, to investigate the crime of "Abusing one's position and authority while performing official duties."as stipulated in Clause 2, Article 356 of the 2015 Penal Code."
According to the investigation documents, from September 2017 to September 2023, Nguyen Thi Thoa, in her role as Principal of Phuong Duc Commune Kindergarten, the head of a public service unit under the management of the Phu Xuyen District People's Committee, committed acts contrary to her official duties.
Nguyen Thi Thoa arbitrarily placed 24 teachers and staff members on long-term leave (unpaid leave under agreed-upon arrangements), averaging from 2 to 66 months, but still instructed the accountant to record attendance, prepare payroll, and pay salaries to these teachers and staff members through their accounts as if they were working normally.
Subsequently, Nguyen Thi Thoa instructed these teachers and staff to return the money to the school for unauthorized spending, causing a loss of nearly 650 million VND to the state budget.
Currently, the Criminal Investigation Department of Phu Xuyen District Police is continuing to investigate and clarify the case; at the same time, they are consolidating the file to strictly handle the suspect according to the law.
