Prosecution and temporary detention of loan sharks
From 2022 to 2023, Ms. Huong lent PTT and NVB a total of more than 400 million VND twice, with an interest rate equivalent to 108%/year.
Hai Lang District Police (Quang Tri Province) said that the unit has just initiated a case, prosecuted the accused, and issued an order to temporarily detain Ms. Le Thi Huong (53 years old, residing in Hamlet 6, Dien Sanh Town, Hai Lang District) for 2 months to investigate the act of "Usury in civil transactions.”
According to the initial investigation, from 2022 to 2023, Ms. Huong lent PTT and NVB (living in Xuan Lam village, Hai Lam commune, Hai Lang district, Quang Tri) a total of more than 400 million VND twice, with an interest rate equivalent to 108%/year. The interest that Ms. Huong received was 5 times higher than the highest interest rate prescribed in Clause 1, Article 468 of the 2015 Civil Code.
After deducting the prescribed interest rate (20%/year), Ms. Huong illegally profited a total of more than 121.6 million VND.

According to the authorities, Ms. Huong's behavior showed signs of committing the crime of "Lending at high interest rates in civil transactions" as prescribed in Clause 2, Article 201 of the 2015 Penal Code, so she was prosecuted and temporarily detained to serve the investigation.
Hai Lang District Police widely announced to the people inside and outside the area so that anyone who has borrowed money from Ms. Le Thi Huong at an interest rate higher than the prescribed level should contact the unit to be resolved according to the provisions of the law.
