From 2022 to 2023, Ms. Huong lent PTT and NVB a total of over 400 million VND on two separate occasions, with an interest rate equivalent to 108% per year.
The police in Hai Lang district (Quang Tri province) announced that they have initiated a criminal case, charged the suspect, and issued an arrest warrant for a two-month temporary detention of Ms. Le Thi Huong (53 years old, residing in Hamlet 6, Dien Sanh town, Hai Lang district) to investigate her alleged "crime".Usurious lending in civil transactions.
According to initial investigations, from 2022 to 2023, Ms. Huong lent money to the couple PTT and NVB (residing in Xuan Lam village, Hai Lam commune, Hai Lang district, Quang Tri province) twice, totaling over 400 million VND, with an interest rate equivalent to 108% per year. The interest charged by Ms. Huong was more than five times higher than the maximum interest rate stipulated in Clause 1, Article 468 of the 2015 Civil Code.
After deducting the legally mandated interest rate (20% per year), Ms. Huong illegally profited a total of over 121.6 million VND.
According to authorities, Ms. Huong's actions show signs of committing the crime of "Usurious lending in civil transactions" as stipulated in Clause 2, Article 201 of the 2015 Penal Code, and therefore she has been prosecuted and temporarily detained for investigation.
The Hai Lang District Police are widely informing the public, both within and outside the district, that anyone who has borrowed money from Ms. Le Thi Huong at interest rates higher than the legal limit should contact the unit for resolution in accordance with the law.
