On April 5, the Economic Police Department (PC46) of Nghe An Province Police announced that it had initiated a case and prosecuted 3 related defendants. Among them, Tran The Hung and Le Hong Trung were prosecuted and temporarily detained for 3 months for organizing gambling. Meanwhile, Ngo Minh An (born in 1970), residing in Trung Do Ward, Vinh City, was prosecuted for gambling but was released on bail.

Initially, the investigation agency announced that after more than 2 months of establishing a special project with code number 126B, on March 29, 2017, the Economic Police Department (PC46) of Nghe An Provincial Police coordinated with Department 4, Department of High-Tech Crime Prevention Police (C50) of the Ministry of Public Security to simultaneously arrest and search the residences of 3 people.

The leaders are Tran The Hung with the nickname "Hung Soa" (born in 1979), residing in Quang Trung ward, Vinh city; Le Hong Trung (born in 1987), residing in Ben Thuy ward, Vinh city; Ngo Minh An (born in 1970), residing in Trung Do ward, Vinh city.

Searching the residence of Hung and Trung, the police seized 2 laptops and 5 mobile phones, which stored a lot of data related to organizing soccer betting over the Internet.

As the leader, Tran The Hung was identified as the person directly managing the KX573 account, a master agent account specializing in organizing betting on the bong88.com website. This account has been active since the end of 2014 with a total amount of money involved in football betting of 22,894,360 points, equivalent to 900 billion VND, with more than 38 thousand bets.

The investigation agency also clarified that this general agent account has 6 agents and a total of 45 major gamblers in Vinh city regularly participating in gambling on this system.

The gambler account with the largest gambling amount converted to points is about 250 billion VND, the account with the largest loss is about 7 billion VND. Most gamblers participating in gambling in this system lose.

In addition to organizing gambling in the form of football betting over the internet, this group also established a chain of pawn shops and financial lending.

Colonel Nguyen Xuan Thiem (Head of the Economic Police Department) said that in relation to the case, the investigation agency has just arrested the fourth suspect, Pham Hong Nguyen (born in 1975), residing in Nghi Phu commune, Vinh city, for organizing gambling, and confiscated 2 mobile phones. Nguyen was identified as a subordinate agent of Tran The Hung.
