Authorities prosecute suspect for defrauding people of $17,000 by promising them joint venture projects.
On December 13th, the Investigation Police Department of Dong Da District (Hanoi) announced that it had issued a decision to initiate a criminal case and prosecute Pham Quang Hung (born in 1954), residing in Phu Phuong, Ba Vi, Hanoi, for the crime of fraud and appropriation of property.
According to initial information, in May 2017, the Dong Da District Police Investigation Agency received a complaint from Mr. X, the director of a construction company (headquartered in Dong Da District), accusing Pham Quang Hung of defrauding him of $17,000. Mr. X had known Hung previously.
Hung boasted to Mr. X that he worked for an import-export joint-stock company in Thai Nguyen and had many connections; if Mr. X gave Hung money for networking, it would help Mr. X's company secure the infrastructure construction project for the Samsung factory in Thai Nguyen and the administrative complex project in Dong Hy district, Thai Nguyen.
However, after receiving a total of $17,000 from Mr. X to "facilitate" the project, Hung failed to deliver and did not return the money.
The police investigated and clarified that the Samsung Thai Nguyen project was started in March 2013 and completed and put into operation in March 2014. The entire construction process was carried out by a foreign company as the main contractor. This company has no connection whatsoever with Pham Quang Hung.
Verification regarding the import-export joint-stock company in Thai Nguyen that Hung claimed to work for revealed that this company was not selected by the Thai Nguyen Provincial People's Committee as the investor for the construction project of the administrative complex in Dong Hy district, as Hung stated. Pham Quang Hung was an employee of this company from August 2014 to August 2015.
At the investigative agency, Pham Quang Hung confessed to planning the fraud against Mr. X. His modus operandi was to choose foreign businesses so that the victim would not have the opportunity to enter or leave the premises to investigate or verify the situation.
The police are currently continuing to investigate and handle the case in accordance with the law.
