Man charged with drug-crazed robbery of a citizen's motorbike.
(Baonghean.vn) - The Investigation Police Department of Hung Nguyen District (Nghe An) has just issued a decision to initiate a criminal case and prosecute Phan Duy Hieu (born in 1975), residing in Hung Loi commune (Hung Nguyen), for the acts of theft and robbery.
Previously, on May 27th, the Hung Nguyen District Police received reports from the public about three robberies and motorbike thefts that occurred in Hung Loi commune. Notably, both incidents involved the same suspect, who was believed to be under the influence of methamphetamine.
Through verification and investigation, the task force identified the perpetrator of these numerous crimes as Phan Duy Hieu (born in 1975), residing in Hung Loi commune (Hung Nguyen district).

At approximately 8 PM on May 26th, Hieu passed by the house of Mr. Phan Dinh Tranh, residing in Hung Loi commune (Hung Nguyen district). After taunting him with vulgar language, seeing the homeowner's motorbike parked in the yard with the key in the ignition, the suspect climbed onto the motorbike, started the engine, and sped away in an attempt to steal the property. Mr. Tranh's family chased after him to stop him, so the suspect abandoned the motorbike and fled.
At 10 PM the same day, the suspect walked to the dike area in Hung Loi commune (Hung Nguyen district) and saw a Jupiter motorbike with the key already in the ignition. Taking advantage of the owner's carelessness, Hieu quickly got on the motorbike, started the engine, and sped away.
On May 31st, after employing a coordinated approach using various investigative techniques, the Hung Nguyen District Police arrested the suspect while he was hiding at a friend's house in the commune.
At the police station, the suspect admitted to his crimes, confessing that due to methamphetamine use, he constantly imagined being followed and "hunted," so he carried a weapon for self-defense. He also wanted to "borrow" someone else's motorbike for transportation.
Currently, the Criminal Investigation Department of Hung Nguyen District Police (Nghe An province) has issued a decision to initiate a criminal case and prosecute Phan Duy Hieu for theft and robbery. They have also completed the procedures to return the stolen property to the owner.
