Prosecution initiated against individual who used a hammer to resist law enforcement officers.
The Office of the Investigation Police Department of Nghe An province has just issued a decision to initiate a criminal case and prosecute Phan Van Thoi (born in 1975, residing in Hai Loc commune, Nghe An province) for the act of resisting public officials.
Accordingly, on March 15, 2026, a task force of the Dien Chau Traffic Police Station ( thuộc the Traffic Police Department) consisting of 7 officers was on patrol in Bac Kim Hoa hamlet, Trung Loc commune, Nghe An province when they spotted Phan Van Thoi driving a motorcycle with signs of violating traffic regulations, so they signaled him to stop for inspection.

After checking the documents and conducting a breathalyzer test, the task force issued a report against Phan Van Thoi for driving under the influence of alcohol.
While Captain Phan Quoc Anh was writing up the violation report, the suspect Thoi asked to be let off, but his request was denied. Suddenly, Phan Van Thoi opened the trunk of his motorbike, took out a hammer about 30cm long with a metal head, and repeatedly struck Captain Quoc Anh on the head. Taken by surprise, Captain Quoc Anh covered his head and ran away, but the suspect continued to chase after him with the hammer, though he couldn't catch him.

Afterward, the suspect hid the hammer in the trunk of his motorbike and fled the scene. Immediately, other members of the task force pursued and apprehended him, bringing him to the Trung Loc Commune Police Station. Notably, before being subdued, the suspect continued to resist the authorities using bricks and a helmet. Following the incident, several members of the task force and local residents took Officer Quoc Anh to the hospital for emergency treatment.

At the police station, Phan Van Thoi admitted his wrongdoing. It is known that he is unemployed, frequently drinks alcohol, is often absent from the local area, and has repeatedly assaulted family members.
Currently, the Investigation Police Department of Nghe An province is consolidating the case file to strictly prosecute the suspect in accordance with the law.
