Despite knowing that the volume of minerals extracted from the Le Thuy mountain soil mine was only permitted for use in state-funded projects, the two defendants, driven by profit motives, illegally extracted and sold the soil to customers outside the designated mineral consumption areas, resulting in a large total volume of illicit profits amounting to billions of dong.

On July 8th, the Quang Ngai Provincial Police announced that the Provincial Police Investigation Agency had issued a decision to initiate a criminal case and indict Phan Anh Tuan, Chairman of the Board of Directors, and Dang Minh Khoa, Director of Investment 706 Joint Stock Company, to investigate their alleged "Violation of regulations on resource exploitation" as stipulated in Article 227 of the Penal Code, which occurred at the Le Thuy mountain soil mine in Tinh Khe commune.

Initial investigations determined that although the two defendants were fully aware that the volume of minerals extracted from the Le Thuy mountain soil mine was only permitted to be supplied to projects using state budget funds as stipulated in Mineral Exploitation License No. 07/GP-UBND dated March 10, 2023, issued by the Quang Ngai Provincial People's Committee, they exploited the mine for profit. From March 2023 to February 2026, they illegally extracted and sold the soil to customers outside the designated mineral consumption areas, resulting in a large total volume of minerals and illicit profits of billions of VND.

The actions of Tuan and Khoa constituted a serious violation of legal regulations on the exploitation and management of mineral resources, affecting the supply of minerals for key projects in the province, especially during the period when these projects are accelerating their implementation and disbursing public investment funds as directed by the Government and the Provincial People's Committee.

Currently, the case is being further investigated by the Criminal Investigation Agency of the Quang Ngai Provincial Police to be handled according to regulations.
