Prosecution of project director who embezzled 130 billion VND to pay debt

Implementing the direction of the Provincial Police Director on the fight against the crime of Fraudulent appropriation of property, the Economic Police Department, the Provincial Police discovered that Hien Khiem Investment and Construction Company Limited (address: No. 74 Le Hong Phong Street, Kinh Bac Ward, Bac Ninh Province) had no obligations or powers related to the Residential Area Project No. 1 in Hap Linh Ward, Bac Ninh Province in 2022 but had appropriated property of many victims.

Determining the complexity and seriousness of the case, the Economic Police Department has deployed synchronous professional measures, focusing on investigation, collecting evidence, and fighting against the subjects.

During the investigation, the police initially determined that Hien Khiem Investment and Construction Company Limited was not the investor of Residential Area Project No. 1, and was not assigned any tasks by the State agency related to the implementation of the above project. However, from the beginning of March to the end of April 2022, Phan Van Khiem and Nguyen Thi Phuong provided information that Hien Khiem Company was conducting compensation and site clearance, and would later request an auction policy to hand over service land to customers at the above project. Thereby, they signed contracts with 56 customers to contribute capital through 67 contracts, collecting nearly 130 billion VND (committing to hand over the land within 36 months).

After receiving the money, the subjects did not implement the project as committed, appropriated the collected money, and used it for other purposes (mainly to pay off the company's old debts).

After serving the prosecution decisions, the Economic Police Department searched Hien Khiem Investment and Construction Company Limited and seized many seals, title seals,... related to the activities of Hien Khiem Company and many related documents.

Here, the company also changed its name to ANINVEST Vietnam Group Co., Ltd. and posted a notice of change of working location at the hotel service and trade building of Ninh Giang Construction Group Joint Stock Company, address: 36 Ngo Tat To Street, Kinh Bac Ward, Bac Ninh Province to continue defrauding other victims.

In addition, the Investigation Agency has clarified that Phan Van Khien and Nguyen Thi Phuong are currently mobilizing capital contributions from customers to carry out other projects, including a project in a residential area in Yen Trung commune from 2017 to 2020, but to date, they have not been allocated land or paid, and there are signs of appropriating large amounts of property, causing public outrage.

Currently, the Investigation Police Agency of Bac Ninh Province Police has seized many stamps, papers, documents, cars, etc. and is continuing to fight, expand the case, and consolidate documents on other subjects related to the act of Fraudulent appropriation of property related to Hien Khiem Investment and Construction Company Limited.

The Investigation Police Agency (Economic Police Department) of Bac Ninh Provincial Police announces and requests any individuals or organizations related to contributing capital to Hien Khiem Investment and Construction Company Limited (now Aninvest Vietnam Investment and Construction Company Limited) to implement projects in the form of capital contribution contracts as above to provide information to the Investigation Agency for settlement in accordance with the provisions of law.
