Prosecution of former Vice Chairman of Hanoi Phi Thai Binh

The Ministry of Public Security's investigation agency today issued a decision to prosecute Mr. Phi Thai Binh, former Vice Chairman of the Hanoi People's Committee and former Chairman of the Board of Directors of Vinaconex, to investigate the act of "Violating construction regulations causing serious consequences" occurring at the Vietnam Construction and Import-Export Joint Stock Corporation (Vinaconex).

The investigation agency determined that Mr. Phi Thai Binh's actions were related to the period when he was Chairman of the Board of Directors of Vinaconex, the investor of the Da River clean water pipeline project.

The clean water project of Song Da - Hanoi is invested by Vinaconex, with a total investment of 1,450 billion VND. In 2009, the project was accepted and put into use, during the operation of the pipeline, incidents continuously occurred.

From February 2012 to September 2015, the water pipeline broke 14 times, destroying 18 fiberglass composite pipes, causing the exploitation enterprise to spend more than 13.4 billion VND to repair and fix the problem.

In addition, the mining enterprise had to stop supplying clean water for daily life for 343 hours, with the amount of water stopped being more than 1.5 million m3 of water, affecting the daily life of 177 thousand households in Hanoi. The appraisal results of the Ministry of Construction showed that the cause of the incident was due to the quality of fiberglass pipes not meeting the design requirements, the durability did not reach 50 years as required by the project...

In March 2016, the Supreme People's Procuracy issued an indictment to prosecute 9 defendants related to the continuous rupture of the Song Da water pipeline for the crime of "violating construction regulations causing serious consequences" occurring at the Vietnam Construction and Import-Export Corporation.

Among the 9 defendants prosecuted are Mr. Hoang The Trung, former Director and Mr. Nguyen Van Khai, former Deputy Director of the Project Management Board for the construction investment of the Song Da - Hanoi water supply system (PMU); Mr. Tran Cao Bang, former Director and Mr. Vu Thanh Hai, former Deputy Director of Vinaconex Fiberglass Pipe Joint Stock Company; Mr. Do Dinh Tri, former Head of the consulting and supervision team of the Vietnam Water and Environment Joint Stock Company - Ministry of Construction.

On May 31, the Hanoi People's Court returned the case file of "Violating construction regulations causing serious consequences" causing 18 breaks in the Da River water pipeline to request clarification of the responsibilities of some individuals who were former members of the Board of Directors of Vinaconex Corporation and to take testimony from the civil plaintiff, the representative of Vinaconex Clean Water Joint Stock Company.

After that, the leader of the Supreme People's Procuracy has just directed to review the case of "not prosecuting Vinaconex leaders" related to the case of "violating construction regulations causing serious consequences" causing 18 breaks in the Da River water pipeline, affecting hundreds of thousands of households...
