Prosecution initiated against group of individuals for falsifying documents to purchase social housing.
Thai Nguyen police are investigating a case of falsified documents for purchasing social housing at the Dai Thang residential project, involving sales consultants and speculators, with hundreds of apartments already sold.
On January 7th, the Economic Police Department of Thai Nguyen Provincial Police announced that it is investigating a case of "Forging documents of agencies and organizations and using forged documents of agencies and organizations" that occurred in 2024 and 2025 at the Dai Thang social housing project in Van Xuan ward.
According to Article 76 of the Housing Law and related regulations of the Thai Nguyen Provincial People's Committee, buyers of social housing must meet all the conditions stipulated by law. However, during the sale of apartments in the project, some real estate consultants colluded with outside parties to forge various documents to legitimize housing purchase applications, thereby profiting from the social housing policy.
To date, the developer has signed sales contracts for over 300 social housing units with customers, with the total amount of deposits exceeding 200 billion VND.
Based on initial investigation documents, the Economic Police Department identified the case involving three real estate consultants: Pham Thi Hong G. (residing in Khuong Dinh ward, Hanoi), Hoang Van H. (residing in Quang Trung commune, Bac Ninh province), and Nguyen Tu A. (residing in Quyet Thang ward, Thai Nguyen province), and one individual involved in purchasing social housing for speculation: Nguyen Van Th. (residing in Gia Lam commune, Hanoi).
These individuals committed acts of forging documents of agencies and organizations to create fictitious files and legitimize illegal procedures in order to purchase social housing.

The Police Investigation Agency has initiated a criminal case, charged the defendants, issued detention orders, and conducted urgent searches against Pham Thi Hong G., Hoang Van H., and Nguyen Van Th. for the crime of "Forging documents of agencies and organizations and using forged documents of agencies and organizations".
Initially, investigators identified 304 entities involved in verifying applications for social housing in the Dai Thang residential area, including 67 state agencies and 234 organizations, companies, businesses, and cooperatives. Many of these applications showed signs of using forged documents from agencies and organizations.
The case is currently under expanded investigation by the Thai Nguyen Provincial Police.
The Dai Thang social housing project is invested by TNG Land Joint Stock Company (headquartered in Son Cam commune, Thai Nguyen province). The project has a scale of 395 units, including 361 high-rise apartment units and 34 low-rise townhouses.
