Prosecution initiated against group for forging medical examination certificates.
Ha Thai Son ordered two fake circular seals of the Transport Hospital Joint Stock Company, several official seals, and some other seals online for about 10 million VND.
On the afternoon of December 29th, a leader of the Ha Dong District Police (Hanoi) announced that they have initiated criminal proceedings against Ha Thai Son (born in 2000, from Phu Tho), Le Duc Duy (born in 2000), and Cao Xuan Truong (born in 2004), both from Vinh Phuc, for the crime of forging seals and documents of organizations and agencies.
The police determined that, in early July 2023, noticing the high demand for medical examination certificates and health certificates, Son conceived the idea of making illicit money.
This individual ordered two fake circular seals of the Transport Hospital Joint Stock Company, several official seals, and some other seals online for approximately 10 million VND.
Afterward, Son went online to order a color inkjet printer and a laptop to print color portrait photos. He also researched the steps to print and stamp these seals onto A3-sized medical examination certificates and A4-sized health certificates. Once he had mastered the skills, Son went on social media to find customers.
Each health certificate with a passport-sized photo and a seal costs 50,000 VND, a health certificate without a photo costs 30,000 VND, and a health certificate costs 20,000 VND. All payments are made via shipping service.
Son met and befriended Le Duc Duy, a ride-hailing motorbike driver, and then invited Duy to join the network, acting as a transporter for customers.
At this point, Son agreed to pay Duy 30,000 VND per delivery. The "delivery person" would come to Son's rented room (in Thanh Tri district, Hanoi) to receive the fake medical examination certificates. At the end of the day, Duy would inform them of the number of deliveries made, and the two would calculate the payment and settle it on the same day.
In late November 2023, Son placed an order for delivery, but Duy said his vehicle was broken down and introduced Cao Xuan Truong. Son then hired Truong to deliver the order to the customer.
On December 27th, while Trường was delivering fake health certificates to Hà Đông district, he was stopped by a task force from Yên Nghĩa Ward Police for an administrative check, and they discovered and seized documents suspected of being fake.
At this point, Truong confessed that the health certificates were issued by Son, to be given to Duy and Truong for transportation. The Ha Dong District Police and the Yen Nghia Ward Police immediately summoned the suspects for questioning and clarification of the aforementioned criminal acts.
The police in Yen Nghia ward seized 22 A3-sized health examination certificates, each bearing a red circular stamp, two plastic stamps, and numerous doctor's title stamps.
The case is under extensive investigation.
