Prosecution initiated against group of reckless drivers responsible for the deaths of two police officers.
Seven young men on motorcycles involved in the deaths of two police officers have been charged with "resisting public officials" and "disturbing public order."
The seven defendants include: Nguyen Dinh Hoan, Nguyen Dang An (both 19 years old), Nguyen Van Cuong (28 years old), Nguyen Van Vinh, Pham Hong Thai (both 16 years old), Nguyen Van Giang (17 years old), and Le Ngoc Cuong (26 years old).
The decision was made to initiate criminal proceedings and indict seven people for the crime of "Resisting public officials."Disturbing public orderAccording to Articles 330 and 318 of the 2015 Penal Code, signed by Lieutenant Colonel Phan Minh Man, Head of Son Tra District Police, on the afternoon of April 8th, evidence is still being gathered regarding the illegal street racing activities of this group.
According to the investigation results, at approximately 7:30 PM on April 2nd, seven defendants, along with Nguyen Dinh Long and Nguyen Van Huy (both born in 2004 but not yet 16 years old), rode their motorbikes together.
Nine people on six motorcycles traveled from Le Trong Tan Street to Truong Chinh Street (National Highway 1A) and circled through many streets of Da Nang towards the sea. They sped at 50 to 100 km/h, revving their engines, swerving, weaving, and shouting. When they reached Nguyen Van Thoai Street and turned onto Vo Nguyen Giap Street (Son Tra District), the whole group decided to race.

Upon reaching the intersection of Le Duc Tho and Yet Kieu streets, the group split into two directions in an attempt to escape, forcing the four police officers to divide their forces. Lieutenant Loc and Sergeant Hung managed to apprehend Vinh. Captain Tuan's group, carrying Sergeant Doan, fled along Le Duc Tho street, where the reckless drivers, traveling at 100 km/h, continuously swerved in front of their vehicle.
While crossing the Man Quang bridge, Captain Tuan's vehicle collided with a motorbike driven by Mai Quoc Long (35 years old) traveling in the same direction. Captain Tuan's vehicle then crashed into a tree trunk by the roadside, resulting in the deaths of two officers. Long suffered fractures to his leg and shoulder, as well as multiple soft tissue injuries, but has since been discharged from the hospital.
During the night of April 2nd and the early morning of April 3rd, city police tracked down the nine young men.
On the afternoon of April 3rd, Minister of Public Security To Lam promoted Tuan from captain to major. Major General Vu Xuan Vien, Director of the Da Nang Public Security Department, promoted Toan from sergeant to senior sergeant.
