Criminal proceedings initiated in the case of the crane collapse that killed a male student.
(Baonghean.vn) - On the afternoon of November 21, the Vinh City Police announced that they had decided to initiate a criminal investigation into violations of labor safety regulations in the crane collapse at a condominium project that resulted in the death of a 10th-grade male student on the afternoon of November 14, 2016.

Earlier, on the afternoon of November 14th, a group of students from Le Viet Thuat High School (Vinh City) were playing basketball on the sports field when a tower crane from the Truong Thanh 2 apartment and villa construction site next to the school suddenly collapsed. The accident resulted in the immediate death of Tran Van Hai (a student in class 10A7, Le Viet Thuat High School).

Following the incident, the Vinh City Police, in coordination with other relevant agencies, conducted a scene investigation to determine the cause.
According to report No. 218/UBND-QLĐT dated November 15, 2016, from the People's Committee of Vinh City, the cause of the accident was determined to be the subsidence of the tower crane's foundation on one side and the installation of the crane arm onto the tower column without installing anti-overturning anchors, causing the tower crane's foundation to overturn.
At the time of the accident, the tower crane had just been erected, was being adjusted, and was not yet operational. The construction was in the foundation phase of the apartment building (not yet above natural ground level), and Lasen sheet piles had been driven approximately 30 meters long towards the three-story school building. The project had completed procedures such as construction planning, design drawing appraisal, fire safety approval, etc., but had not yet been granted a construction permit. The tower crane had also not been inspected.
