Criminal proceedings initiated in Sam Group fraud case; victims of "ghost" villa purchases sought.
The Ho Chi Minh City Police Investigation Agency has just initiated a criminal case and indicted the leadership of Sam Group Joint Stock Company for defrauding over 16 billion VND through "phantom" villa projects in Lam Dong province.

The defendants, including Tran Van Quy (Chairman of the Board), Le Ngoc Thach (General Director), and Le Van Xa (Director), have been identified as having embezzled over 16.3 billion VND from numerous citizens.

This business has no legal documentation, has not been granted investment approval or an investment registration certificate, yet it still signs deposit contracts, reservation slips, and transfer registration forms with customers.
The money paid by the victims was transferred to the company's account and Tran Van Quy's personal account. Instead of fulfilling their commitment, the defendants withdrew all the money for other purposes.
To assist in the investigation and protect the rights of victims, the Ho Chi Minh City Police Department requests that anyone who has previously transacted or purchased property from Sam Group's projects promptly report to the authorities before October 8, 2025.
