What is the fine for failing to comply with storm prevention and control directives?

Typhoons are one of the most dangerous types of natural disasters, capable of causing serious damage to people, property, the environment, and impacting socio-economic life. Therefore, strictly adhering to directives and guidelines from authorities during typhoon prevention and control is the responsibility of every individual and organization.
According to Article 12 of Government Decree No. 03/2022/ND-CP, during the implementation of disaster response, including typhoons, if an individual fails to comply with the direction and command of disaster prevention and control from competent authorities or persons, they will be subject to administrative penalties ranging from 3,000,000 to 5,000,000 VND.
In cases where the violator is the owner of a vehicle or vessel operating in seas, rivers, lakes, canals, streams, lagoons, or estuaries and fails to comply with directives on disaster prevention and control, they will be subject to a higher fine, ranging from 20,000,000 to 30,000,000 VND.
For organizations committing similar violations, the penalty will be twice the amount of the fine applied to individuals, as stipulated in Clause 3, Article 6 of Decree 03/2022/ND-CP.
Therefore, complying with disaster prevention and control directives is not only a legal obligation, but also a practical action to protect oneself and the community from unpredictable natural hazards.
