A 33-year-old man was fined 36.1 million VND for failing to comply with a breathalyzer test request and for not being able to present his vehicle registration certificate, technical safety and environmental protection inspection certificate, and insurance certificate.

The Standing Vice Chairman of the People's Committee of Hung Yen province, Le Hong Vinh, has just signed a decision imposing an administrative fine of 36.1 million VND on Mr. NHP (born in 1991), residing in Tan Phuc commune, An Thi district, Hung Yen province, for committing 4 administrative violations.

Earlier, at 0:52 AM on June 4th, Mr. NHP was driving a car with license plate 29H - 475xx on the road and refused to comply with the request for an alcohol level test by law enforcement officers.

At the time of inspection, Mr. NHP was unable to present the vehicle registration certificate, the technical safety and environmental protection inspection certificate, or the insurance certificate.

For failing to comply with the request for an alcohol concentration test by law enforcement officers, Mr. NHP was fined 35 million VND and had his B2 driver's license revoked for 23 months; he was also fined 300,000 VND each for driving without vehicle registration papers and a certificate of technical safety and environmental protection inspection; and 500,000 VND for driving without insurance.
