According to Le Thanh Van, a permanent member of the National Assembly's Finance and Budget Committee, the investigative agency's decision to prosecute Mr. Phi Thai Binh, former Vice Chairman of the Hanoi People's Committee, is a follow-up to previous investigations related to the rupture of the Da River water pipeline.

Representative Le Thanh Van stated that Mr. Phi Thai Binh's assertion that he acted with pure motives and without self-interest was merely his personal opinion.

The charges brought by the investigating agency are violations of legal regulations resulting in serious consequences. The investigating agency has clearly indicated violations in bidding, contractor selection, and the selection of materials without thorough assessment.

"Through the press, I learned that Mr. Binh and the Board of Directors directly interfered in the contractor selection process and material selection decisions. This behavior violates the rules and regulations stipulated by law. Therefore, the investigating agency is prosecuting this matter," said Representative Van.

The Standing Member of the Finance and Budget Committee further explained that violations in bidding are different from acts of corruption. However, corruption can also arise during the process of violating legal regulations.

Representative Le Thanh Van stated that, thanks to the involvement of the entire political system, especially the Party and central agencies, the fight against corruption is transforming and spreading to the localities.
