'There's no turning back' for the Vinh Mini-City Project!

(Baonghean.vn) - “The crucial issue is that if the project is delayed, the World Bank will stop providing funding, causing damage not only to a few households but also affecting the overall socio-economic development of Vinh City, Hung Nguyen District, and Nghe An Province. Therefore, we have no more room for delay; all levels and sectors must strive for the common goal,” emphasized Comrade Huynh Thanh Dien during a site inspection of the components of the Vinh Urban Development Project.

On the morning of April 25th, Mr. Huynh Thanh Dien, Vice Chairman of the Provincial People's Committee, inspected the construction of several components of the Vinh Urban Development Project (also known as the Vinh Suburban Project). Accompanying him were leaders from Vinh City, Hung Nguyen District, and several departments and agencies.

The project comprises four components: Component 1: Improving services and upgrading basic infrastructure. Component 2: Improving environmental sanitation, including upgrading and renovating the North Canal, constructing a regulating reservoir; upgrading and renovating the moat surrounding Vinh Ancient Citadel, and upgrading and renovating the Cua Nam Lake. Component 3: Urban roads and bridges. Component 4: Capacity building and technical support. The project cost is US$121.5 million (borrowed from the World Bank), of which US$26.5 million is domestic counterpart funding.

To date, the project to upgrade and renovate canals and regulating lakes is basically complete. However, other components are still facing obstacles in compensation, land clearance, and resettlement support. At the end of 2016, during a site inspection, the World Bank (WB) requested that progress be accelerated, threatening funding cuts if there were any further delays.

On the morning of April 25th, the provincial working group conducted a site inspection of the construction project for the new Hung Tay - Vinh road, connecting to the Vinh city bypass at the beginning of the route, connecting to National Highway 1A at the end of the route, building a bridge over the Ke Gai river; and clearing land for some sections of the 72m road project… Most of the inspected sections were still behind schedule in the land clearance process.

To expedite the construction of projects as committed by the Provincial People's Committee to the World Bank (WB), Comrade Huynh Thanh Dien directed Vinh City and Hung Nguyen District to actively participate in mobilizing the people to cooperate in completing compensation and handing over the land to the contractors.

Specifically, on the road connecting the Lam River embankment with National Highway 46, there are still 3 households that have not handed over the land. The Vice Chairman of the Provincial People's Committee requested Vinh City to organize security for the construction. Regarding the sections of the 72m road project, he requested that contractors mobilize maximum resources for construction as soon as land is cleared.

Specifically at the bridge project over the Ke Gai River, on the Nam Phuc Long hamlet side of Hung Tay commune, Hung Nguyen district, there are still 42 households that have not agreed with the compensation and land clearance plan. Meanwhile, on the Vinh City side, the bridge abutments have been completed, and the construction unit has ready the equipment and bridge girders for construction, but the land clearance issue remains unresolved.

Comrade Huynh Thanh Dien assigned the task to the People's Committee of Hung Nguyen district to be more proactive in mobilizing the people's consensus to clear the land for construction, because when completed, the project will greatly contribute to regional connectivity between Vinh City and Hung Nguyen district in economic development.

“Another important issue is that if we are behind schedule, the World Bank will stop providing funding, and the damage will not only affect a few households but will also impact the socio-economic development of Vinh City, Hung Nguyen District, and the entire Nghe An Province. Therefore, we have no more room for delay; all levels and sectors must strive for the common goal,” Comrade Huynh Thanh Dien emphasized when assigning specific tasks to the leaders of Vinh City, Hung Nguyen District, and relevant departments and agencies.
