(Baonghean.vn) - This is one of the basic requirements in voter outreach and election campaigning, as emphasized by the Vinh City Fatherland Front Committee at the Conference on Implementing the Plan for Voter Outreach and Election Campaigning for Candidates for the 21st Vinh City People's Council, term 2016-2021, held this morning.April 28th.

Overview of the Conference.

Accordingly, candidates for the City People's Council were guided on action programs for engaging with voters and skills in election campaigning; and a plan for organizing voter outreach meetings so that candidates for the Vinh City People's Council could exercise their right to campaign. The time for organizing voter outreach meetings and encounters between candidates and voters was from May 4th to 15th, 2016.

The basic requirements for organizing voter outreach campaigns include: transparency, democracy, equality, and creating an atmosphere of frank and open exchange between candidates and voters. The organization must be thorough, dignified, have a large voter attendance, and follow the prescribed procedures.

Election venues must not be turned into places for complaints and denunciations; election campaigns must not be exploited to solicit sponsorships or donations for organizations or individuals; and state funds and assets must not be used to bribe voters. Security, order, and social safety must be ensured during the election campaign.

Comrade Nguyen Hong Minh - Chairman of the Vinh City People's Council and Chairman of the Election Committee - guided the candidates in developing action programs for engaging with voters and in election campaigning skills.

For candidates running for the 14th National Assembly and the Provincial People's Council, the Standing Committee of the Vinh City Fatherland Front will organize separate or integrated schedules for candidates to meet with voters; it is planned to hold two voter outreach meetings for candidates running for the Provincial People's Council for the 2016-2021 term in electoral units No. 1 and 2 in the city, and one meeting for candidates running for the 14th National Assembly to meet with voters in Vinh City.
