Failure to pay traffic fines means you won't be allowed to register your vehicle.
According to Circular 24/2023/TT-BCA, from August 15th, those who do not pay traffic violation fines will not be allowed to register their vehicles.

Clause 15 of Article 3 of Circular 24/2023/TT-BCA issued by the Ministry of Public Security and effective from August 15th (replacing Circular 58/2020/TT-BCA) stipulates the following regarding organizations and individuals who fail to comply with penalty decisions:
"Organizations and individuals who violate traffic order and safety but fail to comply with administrative penalties in the field of traffic will not have their vehicle registration processed; after complying with the administrative penalty decision in the field of traffic, they may register their vehicle according to the regulations of this circular."
Therefore, if traffic violation fines have not been paid, new vehicle registration will not be permitted, and the vehicle registration application will not be processed.
After paying the fine, the organization or individual will be allowed to register the vehicle according to regulations.
In addition, the time limit for issuing online vehicle registration certificates is no more than 2 working days from the date of receiving complete and valid documents and the vehicle registration and management system has received confirmation of completed vehicle registration fee payment from the public service portal.
In addition, from August 15th, vehicle owners can also register their vehicles at their place of permanent residence.
Specifically, Clause 2, Article 3 of Circular 24/2023/TT-BCA (effective from August 15, 2023) stipulates: Vehicle owners who are organizations or individuals with headquarters or residence (registered permanent or temporary residence) in a particular locality must register their vehicles at the vehicle registration agency in that locality; except for cases specified in Clause 14, Article 3 of this Circular.
