Personnel appointments to Party committees should not be based on the type of training.

In terms of professional expertise, political theory training is not differentiated by type of education. Diplomas and certificates issued by educational institutions within the national education system have equal legal validity.

Specifically, Section 7, Part III of Guidance Document 26-HD/BTCTW of 2019 stipulates that Party committees at all levels must lead and direct the work of personnel planning and preparation of Party committee personnel in accordance with the spirit of Directive 35 of the Politburo and current regulations. In considering and evaluating personnel, attention should be paid to thoroughly reviewing, verifying, and assessing the process, standards, conditions, qualities, capabilities, and reputation of personnel according to regulations, especially the work results and specific products from the beginning of the term to the present; carefully reviewing political standards according to Regulation No. 126-QĐ/TW, dated February 8, 2018, of the Politburo, Guidance Document No. 19-HD/BTCTW, dated September 12, 2019, of the Central Organization Committee, and current regulations; in which:

- Regardless of the type of professional or political theory training mentioned in Point 3.1, Section 3, Part II, Directive No. 35-CT/TW, dated May 30, 2019, of the Politburo and Point 4, Article 12, Law on Education No. 43/2019/QH14, dated June 14, 2019, of the National Assembly, diplomas and certificates issued by educational institutions of all types and forms of training within the national education system have the same legal validity.

- For comrades who, upon recruitment, appointment, or nomination, do not meet certain standards and conditions as stipulated in the Politburo's Conclusion Notice No. 43-TB/TW dated December 28, 2017, Party committees at all levels must conduct a thorough review and decisively address these issues in accordance with the spirit of the Secretariat's Conclusion Notice No. 48-KL/TW dated April 26, 2019, before considering their nomination to Party committees at all levels.

- For personnel working in certain areas or fields related to economic management, finance, assets, land, resources, businesses, etc., or who are currently undergoing inspection, examination, or audit by competent authorities without a conclusion; in addition to assigning relevant agencies to participate in the assessment as prescribed, the Standing Committee of the Party Committee, based on the actual situation, may direct further verification and confirmation from relevant functional agencies (internal affairs, police, inspection, direct superiors for vertical sectors or finance, auditing, tax, etc.) to suit each specific individual.
