Based on on-site surveys, the Quang Trung apartment complex is currently in a state of disrepair (construction quality is estimated at only 40-50%), with some structures posing a safety risk to residents. The infrastructure is fragmented, with kiosks densely and haphazardly arranged. The presence of an impromptu market and a kindergarten within the complex makes traffic flow extremely difficult during peak hours. The overall situation is very unsightly, creating a negative urban image.

Area A of Quang Trung (Vinh City) consists of five-story apartment buildings: A1, A2, A3, A5, A6, and B1. These buildings were constructed earliest and exhibit the greatest safety concerns. The front of building A1 is almost unrecognizable due to crumbling plaster, exposed rusty and worn iron bars, and the front entrances to apartments have been repurposed as kitchens and bathrooms. Concrete stairwells and doorways are damaged in many places, especially in open areas. The shared restrooms are filthy, lack sufficient water, and some even lack doors, making the area very dilapidated. The corridors leading to the front of the buildings are almost completely blocked, forcing residents to use the back of the buildings, which leads to a small makeshift market.
