Checking the regulations on grassroots democracy in Quynh Luu district.
(Baonghean.vn) - Fulfilling its duties as a member of the Provincial Steering Committee on grassroots democracy regulations, on December 7th, a delegation from Nghe An Newspaper, led by Mr. Lam Van Doan – Deputy Editor-in-Chief of Nghe An Newspaper, inspected the implementation of grassroots democracy regulations in Quynh Luu district in 2015. Mr. Ho Ngoc Dung - Vice Chairman of the District People's Committee and Head of the Steering Committee for the Implementation of Grassroots Democracy Regulations in Quynh Luu district, worked with the delegation.

Before working with the Steering Committee for the Implementation of Grassroots Democracy Regulations in Quynh Luu District, the delegation inspected the implementation results in Quynh Nghia commune and several units, agencies, and businesses in the area.

Working with the inspection team, representatives of the Steering Committee of Quynh Luu district stated that in 2015, in addition to leading and reorganizing the steering committee for implementing grassroots democracy regulations after the Party Congress at all levels, the district continued to effectively mobilize the people's strength in achieving socio-economic goals and building new rural areas.
In addition, members of the district steering committee continued to adhere to the inspection and supervision program on grassroots democracy regulations, launched emulation movements, and actively implemented the regulations on supervision and criticism according to Decisions 217 and 218 of the Politburo; rectified shortcomings and weaknesses from 2014; and developed two exemplary models of grassroots democracy implementation in Quynh Doi and Quynh Luong.
Thanks to the effective implementation of grassroots democracy regulations, along with maintaining an economic growth rate of 7.07% compared to the same period, Quynh Luu has mobilized over 818 billion VND for the construction of new rural areas, of which the people contributed 366.1 billion VND; 6 out of 12 registered communes have achieved the new rural area status and 6 communes are currently under assessment; the average number of criteria met per commune is 14.4, an increase of 1.3 criteria compared to 2014; 372 out of 406 villages have cultural houses.

The implementation of grassroots democracy in Quynh Luu still faces some shortcomings and limitations. In some communes, the steering committees for implementing grassroots democracy remain largely ineffective; the role of people's inspectors at the commune and hamlet levels is not well-executed; mobilizing public support in some hamlets, especially those with a Catholic population, remains challenging; and some businesses do not truly value democratic regulations.

After listening to the additional comments from the members of the District Steering Committee and the inspection team, Comrade Lam Van Doan - Head of the team - acknowledged the additional comments from the district on the draft report on the implementation of the democratic regulations in 2015, and also pointed out some shortcomings observed during the inspection.
To effectively implement the grassroots democracy regulations, in the coming period, the district needs to continue directing the strengthening of village and hamlet officials, improving the capacity of commune-level officials; promptly directing the implementation of grassroots democracy regulations in communes, increasing transparency in the collection of funds and fees; enhancing the role of people in participating in the development of projects and plans for land use planning and socio-economic development; and finding solutions to help people access government support and investment policies for production development…
