Checking the implementation of ordering and using Party newspapers in Dien Chau

(Baonghean.vn) - On November 24, a working delegation including the Provincial Party Committee's Propaganda Department, Nghe An Newspaper, Nhan Dan Newspaper's representative in Nghe An, and the Provincial Post Office inspected the purchase and use of Party newspapers in Dien Chau district.

The delegation inspected the actual purchase and use of Party newspapers in Dien Xuan and Dien Thap communes. Currently, Dien Xuan commune has 11/13 Party cells and 3 schools that have subscribed to Nghe An Newspaper every month. Dien Thap commune subscribes to 16 issues of the newspaper every month, including 13/13 Party cells and 3 schools.

The working group inspected the use of newspapers in hamlet 6, Dien Xuan commune.

However, the number of Nhan Dan newspapers ordered by localities is still very small, not in accordance with regulations (Dien Xuan commune orders 1 issue per month, Dien Thap commune orders 2 issues).

Working with the leaders of Dien Thap commune, comrade Tran Van Hung - Deputy Editor-in-Chief of Nghe An Newspaper highly appreciated the local coordination in the work of publishing and using the Party newspaper. At the same time, he hoped that the locality would continue to promote the effective use of Nghe An Newspaper in the coming time.

After the field inspection, the delegation had a working session with the leaders of Dien Chau District Party Committee. According to the report on the purchase and use of Party newspapers in the area, in 2016, the whole district had 76/88 grassroots Party organizations that did a good job of purchasing and reading Party newspapers, reaching a rate of 86%.

Specifically, Nghe An Newspaper has published a total of 776 copies/649 Party grassroots organizations (reaching 119%). Nhan Dan Newspaper has published a total of 189 copies/649 Party grassroots organizations (reaching 29%).

Up to now, most Party cells have received the newspaper in full, reading the Party newspaper has gradually become a habit, a need and an effective tool serving the work, study and labor of cadres, Party members and the masses.

Comrade Kha Van Tam - Deputy Head of the Provincial Party Committee's Propaganda Department suggested that Dien Chau district should regularly inspect and closely monitor the allocation and use of funds to purchase Party newspapers, ensuring that they are used in accordance with principles and purposes.

However, in the work of ordering and using Party newspapers in the area, there are still some shortcomings such as: Some commune and town leaders have not fully understood Directive 11-CT/TW and Directive 03-CT/Provincial Party Committee on purchasing and using Party newspapers. The work of using newspapers in some units is not scientific, there are not many typical examples, models in using Party newspapers are not outstanding...

The number of subscriptions and usage of Nghe An newspaper basically meets the requirements of the Directive. However, the number of subscriptions to Nghe An newspaper often decreases at the beginning of the quarter and in the summer. The number of subscriptions to Nhan Dan newspaper has not reached the required level, and some communes are even weak. Newspaper reading in some Party cells is still limited and not regular.

At the working session, the delegation proposed to the leaders of Dien Chau district solutions to improve the effectiveness of the work of publishing and using Party newspapers in the coming time. Accordingly, the Party Committee, the government, and departments need to continue to thoroughly understand the importance of Party newspapers; strictly direct the implementation of the Central and provincial directives on purchasing, reading, and following Party newspapers; review the subscription of newspapers, regularly inspect and closely monitor the allocation and use of Party newspaper purchase funds, ensure that they are used in accordance with principles and purposes; and strive to achieve the goals of the Directive.

In addition, local authorities need to pay attention to Party cells that are not covered by newspapers, special areas...; and pay attention to providing guidance on how to use newspapers effectively.

At the same time, it is necessary to build a model to make the Party newspaper truly become an important propaganda channel about the Party and State's guidelines, policies and strategies to cadres, party members and people.

Comrade Tang Van Luyen - Standing Deputy Secretary of Dien Chau District Party Committee emphasized that he will direct the Party Committee to review and develop a budget plan for purchasing Party newspapers in 2017.

On behalf of the district leaders, Comrade Tang Van Luyen - Standing Deputy Secretary of Dien Chau District Party Committee highly appreciated the role of the Party newspaper, contributing to the implementation of political tasks and socio-economic development of the locality. At the same time, he accepted the delegation's comments to strengthen leadership and direction to better implement Directive 11 of the Politburo and Directive 03 of the Provincial Party Standing Committee in the coming time.

Hopefully, in the coming time, the Propaganda Department and the two press agencies, the Provincial Post Office will strengthen coordination with the district in reviewing, urging, implementing the purchase and use of Party newspaper publications.

He suggested that after the meeting, the District Party Committee's Propaganda Department should consult with the District Party Committee to make a budget estimate to promptly supplement the funding source for newspaper subscriptions for local bases and Party cells.
