Checking the implementation of ordering and using the Party newspaper in Dien Chau.
(Baonghean.vn) - On November 24th, a working group comprising the Provincial Party Committee's Propaganda Department, Nghe An Newspaper, the Nhan Dan Newspaper's correspondent in Nghe An, and the Provincial Post Office conducted an inspection of the subscription and use of Party newspapers in Dien Chau district.
The delegation conducted a field inspection of the subscription and use of the Party newspaper in Dien Xuan and Dien Thap communes. Currently, in Dien Xuan commune, 11 out of 13 Party branches and 3 schools have subscribed to the Nghe An Newspaper monthly. In Dien Thap commune, 16 issues are subscribed to monthly, with all 13 Party branches and 3 schools participating.

However, the number of copies of Nhan Dan newspaper subscribed to by localities is still very small and does not meet the regulations (Dien Xuan commune subscribes to 1 issue per month, Dien Thap commune subscribes to 2 issues per month).

After conducting an on-site inspection, the delegation held a working session with the leaders of the Dien Chau District Party Committee. According to the report on the purchase and use of Party newspapers in the district, in 2016, 76 out of 88 grassroots Party organizations in the district performed well in purchasing and reading Party newspapers, achieving a rate of 86%.
Specifically, Nghe An Newspaper distributed a total of 776 copies to 649 grassroots Party organizations (reaching 119%). Nhan Dan Newspaper distributed a total of 189 copies to 649 grassroots Party organizations (reaching 29%).
To date, most Party branches have received the Party newspaper in full, and reading the Party newspaper has gradually become a habit, a necessity, and a powerful tool serving the work, study, and labor of cadres, Party members, and the general public.

However, there are still some shortcomings in the ordering and use of Party newspapers in the area, such as: Some commune and town leaders have not fully understood Directive 11-CT/TW and Directive 03-CT/Provincial Party Committee on the purchase and use of Party newspapers. The use of newspapers in some units is not scientific, and there are not many outstanding examples or models in the use of Party newspapers...
The number of subscriptions and usage of Nghe An Newspaper is generally in line with the requirements of the Directive. However, subscriptions to Nghe An Newspaper tend to decline at the beginning of each quarter and during the summer. Subscriptions to Nhan Dan Newspaper have not met the target, and in some communes, the number is even lower. Reading newspapers during meetings in some Party branches is limited and not done regularly.
During the working session, the delegation proposed solutions to the leaders of Dien Chau district to improve the effectiveness of the distribution and use of the Party newspaper in the future. Accordingly, the Party Committee, government, and relevant departments need to continue to emphasize the importance of the Party newspaper; strictly implement the directives of the Central Committee and the province on purchasing, reading, and following the Party newspaper; review the subscription process; regularly inspect and closely monitor the allocation and use of funds for purchasing the Party newspaper, ensuring that the funds are used according to principles and purposes; and strive to achieve the objectives of the Directive.
In addition, local Party committees and authorities should pay attention to Party branches that are not eligible to receive newspapers, and those in special areas...; and focus on guiding them to use and read newspapers effectively.
At the same time, it is necessary to build a model to make Party newspapers truly an important channel for disseminating the Party and State's guidelines, policies, and strategies to cadres, Party members, and the people.

On behalf of the district leadership, Comrade Tang Van Luyen - Standing Deputy Secretary of the Dien Chau District Party Committee - highly appreciated the role of the Party newspaper in contributing to the implementation of political tasks and socio-economic development of the locality. He also acknowledged the delegation's suggestions for strengthening leadership and guidance to better implement Directive 11 of the Politburo and Directive 03 of the Provincial Party Standing Committee in the future.
It is hoped that in the future, the Propaganda Department and the two press agencies, along with the Provincial Post Office, will strengthen coordination with the district in reviewing, urging, and implementing the ordering and use of Party publications.
The comrade suggested that, following the meeting, the Propaganda Department of the District Party Committee should advise the District Party Committee to prepare a budget to promptly supplement the funds for subscribing to newspapers for grassroots organizations and Party branches in the district.
