(Baonghean.vn) - This was the opinion of Vice Chairman of the Provincial People's Committee Le Xuan Dai at a working session on the progress of capital disbursement for construction projects.
| On the morning of August 2nd, Mr. Le Xuan Dai – Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee – worked with various departments to hear reports on the situation and progress of capital disbursement for construction projects, allocation of planned capital for 2017, and the resolution of difficulties and obstacles in the implementation process. Also present were leaders from the Department of Finance, the Tax Department, the Department of Planning and Investment, the State Treasury, and the Office of the Provincial People's Committee. |
According to the Department of Finance's report, in the first seven months of the year, budget revenue reached VND 6,584 billion, achieving 56.8% of the provincial People's Council's projected target and increasing by 15% compared to the same period in 2016. The provincial People's Council allocated a budget of 21,166.6 billion VND for expenditure; in the first 7 months, 11,844 billion VND was spent, reaching 56% of the budget.

Regarding the management of public investment capital, the disbursement of central government budget funds based on allocated capital was low (28.9%). In 2017, the province was allocated a total capital of 5,208 billion VND, and in the first 7 months of this year, 3,240 billion VND had been allocated. The provincial government directed the allocation of budget funds according to priority for tasks, planning projects, and key works...
At the meeting, representatives from various departments and agencies also provided further explanations regarding obstacles encountered in implementing the tasks assigned by the province. This included strictly adhering to the spirit of Government Resolution 01, the Ministry of Finance's Directive 02, and the Provincial People's Committee's Directive 02 on key tasks and solutions for directing and managing the implementation of the socio-economic development plan and the state budget estimate for 2017.
According to the State Treasury's summary, outstanding receivables from completed projects (funded by local government budgets) currently amount to VND 24.609 billion.
The main causes of this situation are believed to be obstacles in payment and settlement procedures, limited annual budget spending plans, and a lack of funds to pay contractors.

The Director of the State Treasury stated that many projects have planned capital allocations but in reality lack the necessary funds. Some construction projects, with capital allocated for 5-6 years, cannot receive funding due to a lack of construction work and the absence of compensation plans for land clearance.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Le Xuan Dai highly appreciated the results of budget revenue and expenditure and the disbursement of public investment capital by the departments and agencies. Regarding the important socio-economic targets assigned by the Provincial People's Council, namely the target GDP growth rate of 8.9% this year and budget revenue of 11,590 billion VND, resources should be balanced to complete the budget expenditure tasks. Concerning some revenue items that fell short of targets, he requested the Tax Department to provide strong guidance and strengthen measures to collect budget revenue and complete the revenue targets as planned.

Disbursing capital investment funds contributes to promoting economic growth targets. Therefore, to achieve the budget revenue and expenditure targets and disburse 100% of the allocated capital, the Department of Finance is requested to proactively prioritize and coordinate with investors to review completed projects that have not yet had their budgets approved, and propose solutions to the Provincial People's Committee to expedite settlement and payment.
The Vice Chairman of the Provincial People's Committee requested that all levels and sectors urge and direct the investor to expedite land clearance, proactively resolve difficulties and obstacles, ensure construction progress, promptly complete payment documents with the State Treasury upon acceptance of completed work, avoid accumulating payments at the end of the year, and resolutely handle, in accordance with the law, contractors who fail to meet requirements or violate the terms of signed contracts, and disqualify contractors who lack capacity or commit violations.
