Strengthening the National Steering Committee on Population and Development
Prime Minister Pham Minh Chinh signed Decision No. 1064/QD-TTg dated June 2, 2025, to reorganize the National Steering Committee on Population and Development (the Steering Committee). Accordingly, Deputy Prime Minister Le Thanh Long is appointed as the Head of the Steering Committee.
The Deputy Heads of the Steering Committee include: Minister of Health Dao Hong Lan (Permanent Deputy Head); Deputy Minister of Finance Bui Van Khang; and Deputy Minister of Health Nguyen Thi Lien Huong.
The Steering Committee members include: Deputy Head of the Government Office Do Ngoc Huynh; Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy; Deputy Minister of National Defense, Lieutenant General Le Huy Vinh; Deputy Minister of Public Security, Major General Dang Hong Duc; Deputy Minister of Home Affairs Vu Chien Thang; Deputy Minister of Education and Training Nguyen Thi Kim Chi; Deputy Minister of Agriculture and Environment Vo Van Hung; Deputy Minister of Science and Technology Bui The Duy; Deputy Minister of Justice Dang Hoang Oanh; Deputy Minister of Ethnic Minorities and Religion Y Vinh Tor; Deputy Director General of Vietnam Television Do Thanh Hai; Deputy Director General of Vietnam Radio Pham Manh Hung; Vice President of the Vietnam General Confederation of Labor Thai Thu Xuong; Vice President of the Central Committee of the Vietnam Farmers' Association Nguyen Xuan Dinh; Vice President of the Vietnam Women's Union Tran Lan Phuong; Secretary of the Central Executive Committee of the Ho Chi Minh Communist Youth Union Nguyen Minh Triet; Director of the Population Department, Ministry of Health, Le Thanh Dung (Member and Secretary) and representatives of the leadership of the Central Committee of the Vietnam Fatherland Front.
Decision No. 1064/QD-TTg replaces: Article 1 of Decision No. 157/QD-TTg dated January 29, 2022 of the Prime Minister on the establishment of the National Steering Committee on Population and Development, and Decision No. 527/QD-TTg dated June 18, 2024 of the Prime Minister on the consolidation of the National Steering Committee on Population and Development.
Decision No. 1064/QD-TTg takes effect from June 2, 2025.
* According to Decision No. 157/QD-TTg dated January 29, 2022, the Steering Committee is tasked with directing, coordinating, and urging ministries and sectors to address important, inter-sectoral issues related to population and development; and researching and proposing directions and solutions for implementing issues related to population and development.
The Steering Committee operates on a part-time basis, emphasizing the personal responsibility of the head. The Head of the Steering Committee issues the Regulations on the organization and operation of the Steering Committee.
The Ministry of Health is the permanent agency responsible for ensuring the operational conditions of the Steering Committee.
