On the morning of September 25, the Investigation Police Agency of Quang Nam Province Police announced that it had just issued an arrest warrant for Nguyen Thi Xuan (25 years old, residing in Van Thach village, Tam Hiep commune, Nui Thanh district, Quang Nam) to continue investigating the act of fraud and property appropriation.
According to the initial investigation results, from January 2016 until before his arrest, Xuan lied to many people that he was a businessman, specializing in trading abalone seafood for export to China, with high profits and in need of capital.

To easily lure victims into the trap, Xuan said that if he spent 50-55 million VND to buy 100 kg of abalone, he would make a profit of 12-15 million VND when selling it to China.
Believing Xuan's words, many people contributed to Xuan with an amount of up to more than 6 billion VND.
At first, Xuan paid the principal and interest on time to build trust. Later, Xuan continuously broke his promises and showed signs of being unable to pay his debts.
According to Xuan's statement, after receiving money from the victims, Xuan used it to pay interest to many people and for personal expenses.
