On the morning of September 25th, the Criminal Investigation Agency of the Quang Nam Provincial Police announced that they had executed an order to temporarily detain Nguyen Thi Xuan (25 years old, residing in Van Thach village, Tam Hiep commune, Nui Thanh district, Quang Nam province) to continue investigating her alleged fraudulent appropriation of property.

According to initial investigations, from January 2016 until her arrest, Xuan lied to many people, claiming to be a businessman specializing in exporting abalone to China, that the business was highly profitable, and that she needed investors.

To easily lure victims into the trap, Xuan said that if they spent 50-55 million VND to buy 100 kg of abalone, they would make a profit of 12-15 million VND when selling it to China.

Believing Xuan's words, many people contributed money to her, totaling over 6 billion VND.

Initially, Xuan repaid the principal and interest on time to build trust. Later, however, Xuan repeatedly broke her promises and showed signs of being unable to repay the debt.

According to Xuan's testimony, after receiving money from the victims, Xuan used it to pay revolving interest to many people and for personal expenses.
