Nghe An's economy in the first 9 months: Overcoming natural disasters, growth reached 8.61%, budget revenue exceeded 20,000 billion VND.
On the morning of October 7th, the People's Committee of Nghe An province held its regular monthly meeting for September 2025. Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - presided over the meeting.

The meeting was co-chaired by members of the Provincial Party Standing Committee: Bui Thanh An - Permanent Vice Chairman of the Provincial People's Committee; Nguyen Van De - Vice Chairman of the Provincial People's Committee; and Phung Thanh Vinh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee. The meeting was connected online to 130 communes and wards.
In the third quarter and September of 2025, the global situation continued to be complex, unpredictable, and fraught with difficulties and challenges; the province consecutively suffered from three typhoons accompanied by heavy rain and strong winds, affecting a wide area and causing severe damage to infrastructure, production activities, and people's lives.
In this context, all levels and sectors have continued to implement many key tasks with a large volume of work, while also focusing on preventing, responding to, and mitigating the consequences of natural disasters.

Thanks to concerted efforts, the socio-economic situation in the province during the third quarter and the first nine months of the year achieved positive results. According to the Statistics Department (Ministry of Finance), economic growth was quite strong, with the Gross Regional Domestic Product (GRDP) growth rate in the third quarter estimated at 8.62%.
This result brings the estimated growth rate for the first nine months to 8.61%, ranking 11th out of 34 provinces and cities, and 2nd in the North Central sub-region (after Hue City), higher than the 8.49% growth rate of the same period in 2024, approaching the target scenario of 8.96-9.61%.
In particular, the industrial and construction sector continues to be the main driving force with its growth momentum remaining high, estimated at 13.73% for the first nine months, with the industrial sector alone growing at 15.15%.
The service sector continued to maintain stability with a growth rate of 7.63%. Total retail sales of goods and consumer service revenue are estimated at nearly 130,366 billion VND, an increase of 15.07% compared to the same period last year.
Goods exports are estimated at US$3.268 billion, an increase of 40%. The total number of tourists reached approximately 8.81 million, an increase of 5%, and tourism revenue is estimated at VND 10.520 billion, an increase of 3%.

However, within Nghe An's growth picture, the agriculture, forestry, and fisheries sector has been severely impacted by storms and heavy rains, especially in the third quarter, the peak production period for the summer-autumn crop. Many crop areas were damaged, with over 30,000 hectares of rice fields flooded and flattened, affecting crop yields and productivity.
Overall, the agricultural sector grew by 3.35% in the first nine months, lower than the projected growth rate of 4.55-4.56%, with growth in the third quarter alone reaching only 1.25%.
State budget revenue in Nghe An province achieved outstanding results, reaching 20,015 billion VND in the first nine months, a 13% increase compared to the projected figure and a 30% increase compared to the same period last year.
In the context of a challenging economic environment, this is a commendable achievement, reflecting the efforts of all levels and sectors, especially the Tax Department, in revenue management.
