Nghe An has just been recognized by the Ministry of Home Affairs as one of the units that has performed well in the work of rearranging administrative units at the district and commune levels in the period of 2023 - 2025. Along with Hai Phong, Hanoi, and Ho Chi Minh City, Minister of Home Affairs Pham Thi Thanh Tra assessed: Nghe An is one of the four localities with a very large number of rearrangements.
Based on the Conclusion of the Politburo, the Resolutions of the National Assembly Standing Committee and the Government, in the period of 2023 - 2025, Nghe An has 1 district-level administrative unit, Cua Lo town, which does not meet the prescribed criteria for rearrangement. The Provincial People's Committee has developed a plan to merge the entire Cua Lo town and adjust part of Nghi Loc district, including 4 communes: Nghi Xuan, Phuc Tho, Nghi Thai, Nghi Phong, into Vinh city. From 21 district-level administrative units, after the rearrangement, Nghe An will have 20 district-level administrative units (17 districts, 1 provincial city and 2 towns).
At the commune level, Nghe An has 92 units subject to rearrangement, establishing 44 administrative units (of which 43 units are newly established, including 1 administrative unit with partial adjustment of natural area and population). After the rearrangement, the whole province reduced 48 administrative units, from 460 commune-level administrative units (411 communes, 32 wards, 17 towns) to 412 commune-level administrative units (362 communes, 33 wards, 17 towns).
The number of administrative units to be arranged is large, but by mid-June 2024, Nghe An has completed all the required steps to complete the Project on arranging administrative units at district and commune levels, including: Organizing to collect voters' opinionsand through the People's Councils at commune, district and provincial levels, with relatively high consensus.
Comrade Nguyen Viet Hung - Member of the Provincial Party Committee, Director of the Department of Home Affairs said: Through collecting voters' opinions, it shows that voters basically agree with high approval, on average reaching over 90%, with some units having 100% of voters agreeing. People's Councils at commune and district levels, basically 100% of delegates attending the meeting agreed and have submitted to the Ministry of Home Affairs for appraisal to submit to the Government.
Streamlining administrative units at district and commune levels to ensure effective and efficient operations is a correct policy of the Party and State, an inevitable trend that cannot be delayed. In just a short time, the Steering Committee for the arrangement of administrative units at all levels was established, headed directly by the Party Secretary. At the provincial level, the Provincial Party Secretary directly serves as the Head of the Steering Committee, the Standing Committee of the Provincial Party Committee serves as Deputy Heads of the Steering Committee, and the members are members of the Standing Committee of the Provincial Party Committee to provide timely and close leadership and direction.
The process of implementing administrative unit arrangement has many impacts, both on the thoughts and feelings of cadres, civil servants and people in the area; impacts on the economy, culture, society, politics, security and national defense.
The actual effectiveness of the reorganization cannot be the mechanical sum of the numbers of how many units and how many officials have been cut, but must be assessed in substance from the effectiveness of the government apparatus and the quality of benefits for the people as well as the economic and social development in these areas. Therefore, all work must ensure the synchronization, unity and connection of Party committees, authorities at all levels and the participation of the entire political system and the people of the localities.
Nghe An province attaches great importance to mass mobilization work to "communicate ideology", create high determination, great efforts, and drastic actions from leaders and staff. From there, it creates a spreading power, high unity of awareness, and consensus among people of all walks of life in localities subject to reorganization.
That spirit was expressed right in the first meeting of the Provincial Steering Committee in October 2023, to discuss the overall plan for arranging administrative units at district and commune levels in the province. Provincial Party Secretary Thai Thanh Quy - Head of the Provincial Steering Committee pointed out: It is necessary to have a common understanding that arranging administrative units at district and commune levels is a difficult and sensitive task, deeply affecting many areas such as: Cadres, civil servants and people; culture, local customs and practices... so it is necessary to focus time and effort on implementation. Members of the Provincial Steering Committee need to stay close to the grassroots, direct the implementation areas, especially early detection of problems and difficulties to promptly direct handling or report to the Provincial Steering Committee for consideration and handling. Relevant departments, agencies and branches of the province accompany and coordinate with localities for implementation.

During the implementation process, all levels, sectors and organizations focused on mass mobilization work, creating high consensus among cadres, party members and people. Through the discussion, comrade Nguyen Thi Thom - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial Party Committee's Mass Mobilization Commission said: The mass mobilization system and the Fatherland Front at all levels in the whole province, especially in localities, have promoted propaganda and mobilized cadres, party members and people to agree to implement the arrangement of administrative units at the district and commune levels. In particular, the cadres in the Commune Mass Mobilization Bloc, the Village and Hamlet Mass Mobilization Team have correctly and thoroughly understood the necessity of the arrangement and merger in the current situation, thereby taking the lead and actively propagating and mobilizing people to agree to implement.
In districts, cities and towns with communes, wards and towns subject to rearrangement, propaganda and mobilization teams have been established, in which mass mobilization members are the core, directly going to villages, hamlets and residential groups with a variety of propaganda forms suitable to local and unit realities. The results of mass mobilization work have significantly contributed to the successful implementation of the task of rearranging administrative units in the period of 2023 - 2025.
Drawing lessons from the implementation of the task of rearranging administrative units in the period of 2023 - 2025 in the past time has affirmed the leadership role of local Party committees and authorities, the pioneering and exemplary role of cadres and Party members of districts and communes. Party committees, authorities, departments, branches and organizations at district and commune levels have done a good job of mass mobilization, focusing on propaganda and mobilization work so that people understand and agree, speeding up the process of rearranging administrative units transparently, in accordance with regulations and in accordance with the actual situation.
