The final session of the 15th National Assembly was solemnly inaugurated.

Attending the opening session were leaders of the Party, State, and the Vietnam Fatherland Front Committee, including: General Secretary To Lam; Luong Cuong - Member of the Political Bureau, President; Pham Minh Chinh - Member of the Political Bureau, Prime Minister; Tran Cam Tu - Member of the Political Bureau, Standing Secretary of the Central Committee; Do Van Chien - Member of the Political Bureau, Secretary of the Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front.

Also attending were former leaders of the Party, State, and Vietnam Fatherland Front; members and former members of the Politburo; Secretaries and former Secretaries of the Central Committee; Vice Presidents and former Vice Presidents; Deputy Prime Ministers, former Vice Chairmen of the National Assembly, and former members of the Standing Committee of the National Assembly; members of the Central Committee; leaders of central and local departments, ministries, and organizations; and Ambassadors and Heads of representative offices of international organizations in Hanoi.

On the National Assembly side were Comrade Tran Thanh Man - Member of the Political Bureau, Chairman of the National Assembly; the Vice Chairmen of the National Assembly: Nguyen Khac Dinh, Nguyen Duc Hai, Tran Quang Phuong, Nguyen Thi Thanh, Le Minh Hoan, Comrade Vu Hong Thanh; members of the Standing Committee of the National Assembly; heads and deputy heads of delegations and National Assembly deputies from 34 provincial and city delegations.

The National Assembly delegation from Nghe An province, consisting of 12 delegates, attended the session, led by Ms. Vo Thi Minh Sinh, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province.

At this session, the National Assembly will conduct a comprehensive review of its activities during the term, while also considering the largest volume of legislative content ever, discussing and giving opinions on socio-economic issues, the State budget, and carrying out supreme oversight activities to remove institutional bottlenecks, create a synchronized legal framework, unlock development resources, and meet the requirements of the accelerated development phase.

In his opening remarks at the session, National Assembly Chairman Tran Thanh Man emphasized: In recent times, under the comprehensive leadership of the Party, the close guidance of the Central Committee, the Politburo, and the Secretariat; the involvement of the entire political system, and the spirit of unity and cooperation of the entire Party, army, and people, our country has achieved great, comprehensive, and historically significant achievements.

The 13th Central Committee Meeting of the Communist Party of Vietnam has just concluded successfully, marking an important step in preparing for the 14th National Congress of the Party, while also shaping the strategic vision and leadership direction of the country in the new revolutionary period. In addition, practical and meaningful activities are underway to commemorate the 80th anniversary of the first general election to elect the Vietnamese National Assembly. Therefore, the 10th session is not only a summary of the term but also the beginning of a new period of development.

After informing the public about the main contents of the session, National Assembly Chairman Tran Thanh Man extended his deepest condolences and sympathy to the people in the localities affected by the recent natural disasters; at the same time, he commended the Party committees, the government, the Fatherland Front, the military, the police, the staff of the health and education sectors, organizations, individuals and other forces who, without hesitation, risked their lives to provide relief, arrange accommodation, quickly overcome the consequences, and bring students back to school.

The National Assembly requests the Government, localities, and sectors to continue focusing resources and providing emergency support to the affected areas; at the same time, to review and propose improvements to policies and laws on disaster prevention and control, and response to climate change, ensuring the sustainable development of the country.

The Chairman of the National Assembly proposed: With the spirit of "Innovation, democracy, discipline, responsibility, and efficiency," National Assembly deputies should focus intensely, maximize their intellect and experience, all for the benefit of the Fatherland and the People; as General Secretary To Lam stated on the morning of September 2, 2025, at the historic Ba Dinh Square: No obstacle, no reason can prevent us from reaching peace, prosperity, and the enduring existence and development of our nation.

The National Assembly heard Prime Minister Pham Minh Chinh present the Government Report, and the Chairman of the Economic and Finance Committee Phan Van Mai present the Verification Report on the results of implementing the socio-economic development plan for 2025 and the five-year period 2021-2025; and the projected socio-economic development plan for 2026.

Chairman of the Central Committee of the Vietnam Fatherland Front, Do Van Chien, presented the Report summarizing the opinions and recommendations of voters and the people submitted to the Tenth Session of the 15th National Assembly. Following this, the Chairman of the National Assembly will present the draft Report on the work of the 15th National Assembly.
