At its 35th session, the 18th term of the Nghe An Provincial People's Council received 28 voter opinions via online telephone hotline.
On the second working day (December 12th), the 35th session of the 18th term of the Nghe An Provincial People's Council continued to receive 28 requests and feedback from voters via the online hotline; of which 26 voter opinions contained new feedback on 23 issues in 3 areas; and 2 opinions had been reflected at the previous session or had been answered directly.

Agriculture, environment, compensation, and land clearance.
Voters in Truong Vinh ward petitioned the competent authorities to expedite the compensation and land clearance process for the Saigon - Trung Do project, the Hai Chau Shipbuilding Company project, and the rural road project from Quyet Mountain to Lam River; and to consider allocating land to their families equivalent to the land already reclaimed for the construction of Ngo Thi Nham road.
Voters in Con Cuong commune have requested a reduction in surveying fees for households donating land for rural road construction.
Voters in Nghia Dan commune have reported that people who bought land in the Long Son Project (formerly part of Thai Hoa town) have not yet received land use right certificates; they request that relevant departments take measures to address the issue.

Voters in Tan Mai ward have reported that land use right certificates issued in 1996 in Dong Thanh block (formerly Quynh Lap ward) state that the land is forest land, but in reality, there is no such land; they request that the certificate be reviewed and reissued according to the current situation.
Voters in Hung Chau commune have reported that they purchased land in Dien Truong commune in 1994 but have not received land use right certificates due to lost records from the previous administration; they request that the competent authorities resolve this issue to ensure the rights of the people.
Voters in Quynh Anh commune have petitioned the Quynh Anh Commune People's Committee to continue enforcing the demolition and removal of illegally constructed stalls in the area of the old Quynh Luong market.

Voters in Muong Quang commune have reported illegal quartz mining in Nam Xai stream and requested that relevant authorities investigate and take action.
Voters in Quynh Van commune have raised concerns about disputes over the management and exploitation of forest land in Hamlet 4, Quynh Tan commune; they request a meeting with the households to clarify their rights to manage and use the land according to regulations.
Voters in Hoa Quan commune have requested investment to address the deterioration of Da Den Lake, which currently fails to drain water and poses a safety risk.
Voters in Cua Lo ward have reported owning a 1,000m² plot of land since 1980 but have not been able to obtain the necessary documents; the regulation limiting residential land to under 200m² under the 2024 Land Law makes their family ineligible for a land title; they request a review and adjustment of this regulation.

Voters in Vinh Loc ward have reported that the North Canal and the regulating lake area are polluted by waste, affecting people's lives; they request that the issue be addressed. They also noted that the current procedures for determining land ownership prior to December 18, 1980, are complicated, requiring residents to submit additional documents multiple times; they request adjustments to the process to facilitate the implementation of related procedures.
Voters in Van Tu commune have reported that some households purchased land illegally since 1998, and although they submitted documents and paid fees since 2022, they have not yet received land certificates. They request that this issue be resolved soon.
Transportation, construction, and power sectors
Voters in Tam Hop commune have requested that the Motor Vehicle Inspection Center in the former Thai Hoa town be allowed to resume operations, to facilitate vehicle inspections for the local people.
Voters in Thanh Vinh ward have reported that the encroachment of vehicles, especially cars, on the roadways of streets such as Ngu Hai and Nguyen Bieu has been ongoing and increasingly serious; they request that the authorities inspect, handle, and rectify the situation.
Voters in Van An commune have requested the repair of five high-voltage power poles on the road in front of Sa Nam Market (formerly Nam Dan town) that have been damaged for a long time, posing a safety hazard.

Area of regulations and policies
Voters in Minh Chau commune and Truong Vinh ward have requested the timely payment of benefits to non-specialized officials retiring according to Government Decree 154/2025/ND-CP dated June 15, 2025.
Voters in Van An commune have petitioned the province to consider allowing hamlets with 350 or more households to receive level 1 allowances.
Voters in Binh Minh commune have petitioned for the resolution of benefits for those who participated in activities in Upper Laos during the period 1971-1973.
Voters in Quynh Thang commune have requested that the province consider adjusting and providing financial support for officials and civil servants seconded to communes far from their homes, who have the same duties and expenses as seconded officials.
Voters in Dai Dong commune have requested that authorities consider transferring war invalid benefits to the Post Office or find a more convenient option for recipients, as beneficiaries currently do not use smartphones, making it inconvenient for them to receive the benefits at the bank.
Voters in Dien Chau commune have reported that the Dien Chau District Association of Victims of Agent Orange/Dioxin was dissolved under the new government model. Although Government Resolution 07 stipulates support, Nghe An province has not yet addressed the issue because it has not recognized the association as having been assigned the task, while other provinces have already done so. These associations were established by the province but were slow to transition, resulting in them not receiving the benefits. They request clarification of the authority and consideration of support.
In addition to the online hotline, the Citizen Reception Department at the session also received three citizens who raised concerns related to land management, taxes, fees, and policies.
