The first session of the 16th National Assembly begins its second working period.
This morning (April 20), the first session of the 16th National Assembly began its second working period, considering and deciding on many important legislative, supervisory, and national issues, as well as five-year plans.
According to the program, on the morning of the first working day of the second session, the National Assembly will hear presentations, review reports, and hold group discussions on: the draft Resolution of the National Assembly on some breakthrough mechanisms and policies for the development of Vietnamese culture; and the establishment of Dong Nai city directly under the Central Government.
The National Assembly will hear the draft Resolution on the pilot implementation of the public lawyer institution; the draft Resolution on specific mechanisms and policies for handling violations of land law by organizations and individuals occurring before the Land Law of 2024 comes into effect; and solutions to continue resolving difficulties and obstacles for stalled and long-standing projects.
The National Assembly will spend 1.5 days discussing in the plenary session the supplementary assessment of the results of implementing the socio-economic development plan and the state budget for 2025; the situation of implementing the socio-economic development plan and the state budget in the first months of 2026; the 5-year socio-economic development plan for 2026-2030; and the work on practicing thrift and combating waste in 2025.
The agenda includes: the implementation of the national gender equality goals for 2025; the medium-term public investment plan for the period 2026-2030; the national five-year financial plan for the period 2026-2030; the public borrowing and debt repayment plan for the period 2026-2030; and the approval of the state budget settlement for 2024. These sessions will be broadcast live on radio and television.
Also in the second phase, the National Assembly will hear presentations and discuss the proposed National Assembly's supervision program for 2027; and discuss in the plenary session: the draft Resolution of the National Assembly on some breakthrough mechanisms and policies for the development of Vietnamese culture; the draft Resolution of the National Assembly on the establishment of Dong Nai city directly under the Central Government; the draft Resolution of the National Assembly on the pilot implementation of the public lawyer institution; and the draft Resolution of the National Assembly on specific mechanisms and policies to handle violations of land law by organizations and individuals occurring before the Land Law of 2024 comes into effect, and solutions to continue resolving difficulties and obstacles for stalled and long-standing projects.
Also during the second phase, the National Assembly will hear a summary report of opinions and recommendations from voters and the people submitted to the first session of the 16th National Assembly; and hear a report and discuss the results of monitoring the resolution of voter recommendations submitted to the 10th session of the 15th National Assembly.
The National Assembly will also vote on the following resolutions: Resolution on approving the State budget settlement for 2024; Resolution on the five-year socio-economic development plan for the period 2026-2030; Resolution on the five-year national financial plan for the period 2026-2030, and the public debt borrowing and repayment plan for the period 2026-2030; Resolution on the medium-term public investment plan for the period 2026-2030; and Resolution on the National Assembly's monitoring program for 2027.
Resolutions include: the National Assembly's Resolution on the establishment of a thematic supervisory delegation in 2027; the National Assembly's Resolution on some breakthrough mechanisms and policies for the development of Vietnamese culture; the National Assembly's Resolution on the pilot implementation of the public lawyer institution; the Resolution on the establishment of Dong Nai City directly under the Central Government; and the National Assembly's Resolution on specific mechanisms and policies for handling violations of land law by organizations and individuals occurring before the Land Law of 2024 comes into effect, and solutions to continue resolving difficulties and obstacles for stalled and long-standing projects.
At the closing session of the meeting, scheduled for the afternoon of April 23, the National Assembly will vote to approve the Resolution of the First Session of the 16th National Assembly.
