The chairman of the commune's People's Committee has been disciplined for arbitrarily using bond funds to build a concrete road leading to his private residence.

Based on the voting results, the district chairman issued a state disciplinary decision against Mr. Dinh Thanh Tho in the form of a warning.
Previously, the Minh Hoa District People's Committee established an inter-agency inspection team to verify and clarify that Mr. Tho had committed numerous violations in the management and use of state budget funds when implementing rural road construction, and had arbitrarily used bond funds to build a concrete road leading to his private residence.
The inspection concluded that Mr. Tho approved the rural road investment project (Route No. 5) in a manner inconsistent with the construction plan approved by the competent authority; and that the construction was carried out without the consent of the Standing Committee of the Party Committee of Xuan Hoa commune.
According to Bui Anh Tuan, Chairman of the Minh Hoa District People's Committee, the concrete road connecting the village road to Mr. Tho's house is 130 meters long, and this section of road is not included in the planning.
"Many roads leading to denser residential areas should have been built first. Prioritizing the road leading to the commune chairman's house, which only has a few houses, is incorrect and inappropriate," Mr. Tuan added.
