According to the Decision, Mr. Tran Ngoc Cang, former Chairman of the People's Committee of Quang Ngai province for the terms 2011-2016 (from September 2015) and 2016-2021, is to be disciplined with a Warning for violations and shortcomings in his work, for which he has already been disciplined by the Party; the disciplinary action will take effect from the date of announcement of Decision No. 1749-QD/UBKTTW dated September 26, 2024, of the Central Inspection Committee.
* According to an announcement by the Central Inspection Committee on the afternoon of September 11th, the Standing Committee of the Quang Ngai Provincial Party Committee for the terms 2010-2015 and 2015-2020, and the Party Committee of the Provincial People's Committee for the terms 2011-2016 and 2016-2021 violated the principle of democratic centralism and working regulations; lacked responsibility and neglected leadership and direction, allowing the Provincial People's Committee and many organizations and individuals to seriously violate Party regulations and State laws in the implementation of several projects and bidding packages carried out by Phuc Son Group Joint Stock Company.
Many officials and Party members, including key officials in Quang Ngai province, have shown signs of ideological and political degradation, moral decay, and lifestyle deviations, violating laws on preventing and combating corruption, and violating regulations on what Party members are not allowed to do and their responsibility to set an example.
The Party's inspection agency concluded that the violations had serious consequences, posing a significant risk of loss and waste of state funds and assets, causing negative public opinion, and diminishing the prestige of the Party organization and local government, to the extent that disciplinary action was necessary.
Individual responsibility rests with several officials, including Mr. Tran Ngoc Cang, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, and Chairman of the People's Committee of Quang Ngai province.
The Central Disciplinary Committee decided to issue a warning to Mr. Tran Ngoc Cang.
