| According to records, the project had a total investment of over 800 million VND, with the Kim Son Town People's Committee as the investor and Quang Vinh Construction and Trading Co., Ltd. as the contractor. It was handed over on May 8, 2009. |

| According to Mr. Hoang Trung Cuong, the reason this building is not in use is due to a lack of supporting equipment and facilities, and the absence of investment in auxiliary items such as the gate and grounds. A third reason is its unsuitable location, situated off the main road. Therefore, every time there is a meeting, officials and residents of Kim Son Town have to use the meeting hall of the Que Phong District Party Committee. Currently, this cultural center is being used as a warehouse to store advertising signs confiscated by authorities from businesses that violated regulations. |
