(Baonghean.vn) - One of the issues discussed by delegates of Group 3 was the need to analyze and clarify the causes of limitations, specifically identifying the responsibilities of competent authorities, and then proposing comprehensive and decisive solutions to overcome them.

The discussion session in Group 3 included provincial People's Council delegates elected from the districts of Thanh Chuong, Nghia Dan, Tan Ky, Yen Thanh, and Thai Hoa town. Comrade Trinh Van Nha - Deputy Secretary of the District Party Committee, Chairman of the Thanh Chuong District People's Committee, and Head of the Provincial People's Council delegation in Thanh Chuong - chaired and conducted the discussion session of Group 3.

Attending the discussion in Group 3 were members of the Provincial Party Standing Committee: Nguyen Nam Dinh - Standing Vice Chairman of the Provincial People's Council and Bui Thanh An - Vice Chairman of the Provincial People's Committee; Ms. Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation; and leaders of several provincial departments, agencies, and district-level units.

Responsibility for these limitations needs to be clearly defined.

Opening the discussion session, in addition to expressing enthusiasm for many positive aspects in the province's socio-economic development management in 2023, delegate Lo Thi Kim Ngan (Thanh Chuong district) raised concerns and suggested that the Provincial People's Committee and relevant departments and agencies should thoroughly analyze the causes, especially subjective causes from the perspective of state management and the responsibilities of all levels and sectors. From this, they should propose comprehensive, decisive, and effective solutions to address the identified limitations related to state management of land, minerals, and environmental protection; resolve the shortage of residential and production land; and reduce the poverty rate in ethnic minority and mountainous areas.

Also interested in the report on the implementation of the socio-economic development plan for 2023 and the tasks for 2024, delegate Tran Ngoc Son (Tan Ky district) suggested that the Provincial People's Committee should clearly identify the "bottlenecks" in the four indicators that were not met in 2023; which issues are due to mechanisms and policies, which are due to objective and subjective factors, and clearly define the responsibilities of each sector, unit, and locality, so that the Provincial People's Council can comprehensively assess and make appropriate decisions in 2024.

During the discussion, delegate Le Van Luong (representative from Thai Hoa town) raised several difficulties and obstacles in the transformation and reorganization of the Youth Volunteer Brigades, requesting the province to address them; delegate Hoang Phu Hien affirmed the province's persistent efforts to attract investment resources from the central government for transportation infrastructure and clarified the reasons and solutions for the slow disbursement of public investment capital as well as the implementation of two key projects: the Cua Lo deep-water port and Vinh airport.

Speaking at the group discussion, Comrade Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council - emphasized many bright spots in socio-economic development, especially attracting FDI investment, ranking in the top 10 nationwide, and the development momentum in the coming years ensures maintaining this position.

Some targets were not met, including the growth rate, which, although not reaching the planned target, was higher than the national average and the target set by the Provincial People's Council; budget revenue reached 112% of the target set by the Provincial People's Council.

Regarding the tasks for 2024, the Standing Vice Chairman of the Provincial People's Council, Nguyen Nam Dinh, requested the Provincial People's Committee and provincial departments and agencies to focus on advising and developing unique and outstanding policy mechanisms, and to submit to the National Assembly a new resolution for Nghe An province to concretize Resolution No. 39 of the Politburo on the development of Nghe An province until 2030, with a vision to 2045.

Focus on developing a plan for rearranging administrative units at the district and commune levels, and expanding the administrative boundaries of Vinh City, to be submitted to the Standing Committee of the National Assembly for approval by resolution; with particular emphasis on developing a plan for reorganizing the organizational structure, personnel, and handling surplus physical facilities within the administrative unit rearrangement plan.

The Standing Vice Chairman of the Provincial People's Council also noted that all levels and sectors should pay attention to implementing and putting the resolutions issued by the Provincial People's Council into practice; reviewing and abolishing policies that are ineffective, fragmented, and small-scale, and proposing the issuance of strong policies to promote development; and paying attention to resolving voters' requests effectively and efficiently.

The human resource challenge in the education and healthcare sectors.

In Group 3, the issue that received much attention and discussion from provincial People's Council delegates, local leaders, and provincial departments and agencies was human resources in the education and health sectors.

Representative Nguyen Duc Hong (Yen Thanh district) reflected on the shortage of teachers at all levels of education, especially primary and preschool, and the increasing number of teachers requesting early retirement or transferring to other jobs; this affects the stability and quality of education at all levels.

Besides the shortage of primary and preschool teachers, delegates Phan Thi Minh Ly (Yen Thanh district) and Trinh Van Nha (Thanh Chuong district) raised concerns about the localized surplus and shortage of secondary school teachers; leading to cross-subject and inter-school teaching arrangements, affecting the quality of teaching, especially when the subjects taught are unrelated to each other.

Therefore, in the context of a teacher shortage, a temporary solution is to assign teachers to teach different subjects. However, the education sector needs to pay attention to ensuring a balance between teachers' abilities and strengths in the assignment and transfer process.

Some delegates also suggested that the province pay attention to policies for teachers assigned to teach across schools, teachers seconded from other schools to work in the Education Department; ensuring the correct implementation of regulations for teachers teaching overtime; and focusing on creating a safe and healthy educational environment…

Based on the opinions and discussions of the delegates, the leaders of the Departments of Internal Affairs, Health, and Education and Training have directly addressed and explained the issues within their authority and responsibility. Among these, they proposed that the province study the streamlining of personnel in the Health and Education sectors, taking into account specific characteristics.
