(Baonghean) - In recent years, thanks to effective mediation work, Nghi Hoa commune (Nghi Loc district) has reduced the number of complaints and petitions submitted to higher levels, ensuring good security and order in the area.

Claiming that his neighbor had encroached on the road leading to his family's property, in early 2016, Mr. Le Tuan Ngoc from Hoa Tay hamlet (Nghi Hoa commune) filed a petition requesting government intervention. After three mediation sessions, the situation remained unchanged, with both families refusing to give up. Determined not to give up, the Hoa Tay hamlet mediation team approached many members of both families, including influential figures in the hamlet and their extended families, to investigate the matter.

From there, they worked together, analyzing the situation to help both families recognize their mistakes and understand what was right. Gradually, both families became aware of the situation and accepted the reconciliation plan. Recalling the past, Mr. Le Tuan Ngoc shared: “Back then, luckily the village's mediation team was enthusiastic and didn't hold a grudge against the two families, otherwise, we would have had a conflict. Now, the two families treat each other like brothers. I am very grateful to the village's mediation team.”

Through investigation, it was found that after receiving each case, the members of the mediation team diligently verify and understand the root cause, thereby finding appropriate solutions, resulting in a high success rate of mediation. Mr. Dau Van Hoa, head of the Hoa Tay hamlet mediation team, who has been involved in mediation work for over 10 years, shared: “To do mediation well, the team members themselves must not only be persistent, skillful, and objective, but also maintain harmony and calmness. They must not only understand the law but also put themselves in the shoes of the person being mediated to understand, empathize, and thus propose the most appropriate solutions.”

Recognizing the importance of mediation work, the Party Committee and People's Committee of Nghi Hoa commune have focused on directing grassroots organizations and mass organizations to effectively assign and monitor mediation work in each hamlet. They have also intensified efforts to disseminate and educate the public on legal matters through diverse and varied methods (including legal knowledge contests, articles, and legal news bulletins on the radio system).

In addition, coordinate with relevant agencies to organize mobile legal aid sessions for the people, focusing on and integrating content related to complaints and denunciations, especially disseminating legal regulations on mass complaints and complaints submitted to higher levels so that people understand clearly, avoid making mistakes, and prevent affecting the political security situation of the locality.

In addition, the commune has maximized the role of organizations, associations, and self-governing neighborhood groups in disseminating legal information to the people, ensuring that the information reaches every individual, household, and target group effectively.

In particular, the Party Committee and People's Committee of Nghi Hoa commune have directed the establishment of 12 mediation teams in 12 residential hamlets. These teams include heads of the Fatherland Front committees, hamlet leaders, heads of mass organizations, and influential individuals with legal knowledge in the villages and hamlets. To achieve a high success rate in mediation, the mediation teams in Nghi Hoa all adhere to the principle of using compassion as the foundation for resolving conflicts and disagreements among the people.

Thanks to the effective mediation process, Nghi Hoa commune has minimized the number of complaints and denunciations in recent years.

Mr. Nguyen Van Huong, Chairman of the Nghi Hoa Commune People's Committee, said: "In parallel with mediation work, the locality focuses on resolving complaints and denunciations right at the grassroots level. Upon receiving letters from the people, the commune's specialized department quickly analyzes the content."

"We persistently resolve issues that fall within the commune's jurisdiction, and for issues beyond our authority, we guide citizens to higher-level functional agencies for consideration and resolution... 'We need to defuse the 'trigger' right from where the complaint originates to prevent it from becoming a flashpoint and affecting people's trust in the government,' Mr. Huong shared."

Thanks to effective grassroots mediation and the decisive resolution of newly arising conflicts in the area, the community spirit among the people has been strengthened, security and order have been maintained, and Nghi Hoa is gradually being built into a model new rural commune of the district.
