Provincial leaders inspect the progress of transportation projects.

On the afternoon of June 19th, Vice Chairman of the Provincial People's Committee Hoang Phu Hien and his delegation continued their inspection of projects under the Basic Infrastructure for Comprehensive Development of Nghe An, Ha Tinh, Quang Binh, and Quang Tri Provinces Project - Nghe An Province Sub-project in Thai Hoa town and Vinh city.

After inspecting several transportation projects in Hung Nguyen, Nam Dan, Anh Son, and Con Cuong districts, this afternoon, in Thai Hoa town, the working group inspected the N7 inner-city cross-road sub-project.

The sub-project received investment project approval from the Provincial People's Committee in 2018 and approval of construction drawings and cost estimates in 2020 with a total investment of nearly VND 123.6 billion; and was approved by the Asian Development Bank (ADB) to commence construction on March 17, 2025.

Route N7 is over 1 km long, starting at Km0+00 intersecting with Tran Quoc Hoan Street (formerly National Highway 48) and ending at Km1+76.95 (intersecting with D1 Street). To date, the project has completed compensation payments for 23 out of 26 affected households. Some sections have had their foundations and drainage ditches constructed. Overall, the project is behind schedule, but the construction unit is committed to completing all items on Route N7 before September 30, 2025, ensuring traffic connectivity.

After inspecting the site, Vice Chairman of the Provincial People's Committee Hoang Phu Hien requested the Thai Hoa Town People's Committee to vigorously persuade the remaining households to agree to the compensation plan and hand over the land to the investor to ensure the project's progress.

Also this afternoon, the delegation inspected the sub-project for the construction and upgrading of inner-city roads in Cua Lo, Vinh City. The sub-project received investment project approval from the Provincial People's Committee in 2018 and approval of construction drawings and cost estimates in 2020 with a total investment of VND 124.260 billion. Of this, construction costs amounted to VND 110.653 billion and land clearance costs nearly VND 40 billion. The project was approved by the ADB for commencement on November 22, 2023.

Specifically, the Sao Nam route has a length of 1.1 km, starting at the intersection with National Highway 46 and ending at the intersection with the National Coastal Road. Construction on the main sections of the route is now largely complete, with sidewalks currently under construction. The Sao Nam route is expected to be completed on July 15th.

The main north-south arterial road No. 5 has a length of 3.5 km, intersecting with Sao Nam road; its end point intersects with the 72m Vinh - Cua Lo arterial road. The N14 branch line is approximately 300 m long.

At the site, Vice Chairman of the Provincial People's Committee Hoang Phu Hien requested the Vinh City People's Committee to expedite the progress and complete the land clearance for the No. 5 longitudinal axis from Km0 to Km0+70 to ensure the road's connectivity (interchange with Sao Nam road). At the same time, he requested the construction of the technical stopping point at Km2+900, the connection point to the local road, within the timeframe of the Agreement's implementation until September 30, 2025.

Currently, land clearance is basically complete, and construction is 50% of the contract value. There are still 70 meters at the beginning of the route held by three households. These households have not yet agreed to the resettlement plan and compensation scheme.

In addition, focus on handing over the land to complete all items on the No. 5 vertical axis route before September 30, 2025, to ensure traffic connectivity.
