The leaders of Nghe An province congratulated the 4th Military Region and the Provincial Military Command on the anniversary of the founding of the Vietnam People's Army.
On the morning of December 19th, on the occasion of the 81st anniversary of the founding of the Vietnam People's Army (December 22, 1944 - December 22, 2025) and the 36th anniversary of the National Defense Day (December 22, 1989 - December 22, 2025), the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the Vietnam Fatherland Front Committee of Nghe An province, and the provincial armed forces visited and congratulated the officers and soldiers of the 4th Military Region Armed Forces and the Provincial Military Command.
Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - led the delegation. Joining the delegation were Comrade Vo Trong Hai - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, along with other members of the Provincial Party Standing Committee and leaders of various departments and agencies.
The delegation was received by Lieutenant General Ha Tho Binh - Deputy Secretary of the Party Committee, Commander of Military Region 4; Major General Doan Xuan Buong - Secretary of the Party Committee, Political Commissar of Military Region 4; and leaders of the Military Region's agencies.
On behalf of the provincial delegation, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - respectfully extends his best wishes to the comrades in the Party Committee, the Command of Military Region 4, and all officers and soldiers of the Armed Forces of Military Region 4.
The Standing Deputy Secretary of the Provincial Party Committee expressed gratitude for the crucial assistance and support from the Party Committee, Command, and Armed Forces of Military Region 4 to the Party Committee, government, and people of Nghe An province in 2025, amidst numerous difficulties and challenges.
In 2025, the province's economic growth rate is projected to reach 8.44%, maintaining its position among the top 10 largest localities nationwide. This is considered a significant growth rate given that Nghe An has suffered from numerous severe natural disasters.
Furthermore, social welfare policies have been implemented effectively. Education continues to be among the top in the country; the poverty rate has decreased to 3.16%; and the target of eliminating over 20,800 dilapidated and temporary houses has been achieved. National defense and security have been maintained, and foreign relations have shown many positive developments.
Nghe An province's budget revenue in 2025 is estimated at 26,560 billion VND, reaching nearly 150% of the projected target. Attracting investment is a highlight, ranking among the top 10 localities attracting the most FDI in the country for the third consecutive year. The cultural and social sectors have seen many positive changes. Party building and the political system have received significant attention and care.
To achieve these results, in addition to the efforts of the Party committees, government, mass organizations, and the people, there was active and close coordination among the forces of Military Region 4. The army not only performed its military duties well but also actively participated in economic development and helped the people cope with natural disasters and epidemics.
The image of officers and soldiers directly delivering essential supplies to areas isolated by storms and floods leaves a very beautiful impression, contributing to enhancing the image of Uncle Ho's soldiers in the hearts of the people.

Comrade Hoang Nghia Hieu expressed his hope that Military Region 4 would continue to pay attention to, support, and accompany the province in the process of implementing socio-economic development tasks and ensuring national defense and security.
On behalf of the Party Committee, the Command, and the Armed Forces of Military Region 4, Lieutenant General Ha Tho Binh - Deputy Secretary of the Party Committee and Commander of Military Region 4 - provided information on some key aspects of the Military Region's mission performance, as well as the situation in the six provinces within the region; he also expressed his pleasure and congratulated Nghe An province on the achievements it has made this year.
In particular, given that Nghe An is the headquarters of the Military Region Command and has many units stationed in the province, Lieutenant General Ha Tho Binh expressed his admiration for the affection and gratitude of the leaders, government, and people of Nghe An for their constant care, support, assistance, and creation of favorable conditions for the Armed Forces of Military Region 4 to successfully complete their tasks.
Regarding the tasks for 2026, Military Region 4 will be determined to maintain the achievements of 2025, and strengthen coordination with local authorities to ensure national defense and security in the face of complex developments in the region.

The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council expressed his hope that the provincial armed forces would continue to uphold the tradition of being twice awarded the title of Hero of the People's Armed Forces, overcoming all difficulties and building a strong, comprehensive, "exemplary and outstanding" armed force in Nghe An, with a rational organizational structure suitable to the requirements of national defense in the new situation.
The armed forces of Nghe An province are striving to continue being the core force in building a national defense posture integrated with a people's security posture, building an increasingly strong defense zone to meet the requirements of building and protecting the socialist Vietnamese Fatherland in the new period.
