Leaders of Nghe An province extend Bunpimay New Year greetings to Xaysomboun province.
As part of their working visit to the Lao People's Democratic Republic, on the afternoon of April 9th, the Nghe An Provincial Delegation, led by Mr. Thai Van Thanh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, visited and extended New Year greetings for the Bunpimay festival to the Party Committee, government, and people of the Lao ethnic groups in Xaysomboun province.
The delegation included representatives from the Provincial Military Command, the Provincial Border Guard Command, the Provincial Party Committee's Organization Department, the Provincial People's Committee Office, the Department of Foreign Affairs, and the Department of Education and Training.

Welcoming the delegation were Major General Bua Phan-In Tha Pan Nha - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Government Committee of Xay Som Bun, along with leaders of various departments and agencies of the province.

At the ceremony, Comrade Thai Van Thanh respectfully thanked the leaders of Xaysomboun province for their warm and cordial welcome; and extended his best wishes for the New Year to the Party Committee, government, and people of the Lao ethnic groups in the province. He expressed his joy at the socio-economic development achievements of Xaysomboun province in the past period, and expressed his confidence that the locality will continue to develop its potential and advantages, achieving even more successes in the future.

Regarding Nghe An province, the Vice Chairman of the Provincial People's Committee stated that the province has completed the restructuring and streamlining of its organizational apparatus; implemented and operated a two-tiered local government model; and successfully organized the 20th Provincial Party Congress. Notably, in March 2026, the province successfully held elections for National Assembly and People's Council representatives at all levels, ensuring democracy and adherence to regulations, with high consensus and support from voters and the people. In 2025, the economy maintained a relatively strong growth momentum, budget revenue reached its highest level ever, and foreign relations continued to expand, contributing to promoting international integration.

Emphasizing the great friendship and special solidarity between Vietnam and Laos, Comrade Thai Van Thanh affirmed that, in recent years, the cooperative relationship between Nghe An and Xaysomboun has been continuously strengthened and developed in many fields such as delegation exchanges, education and training, and support in searching for and collecting the remains of fallen soldiers. Looking ahead, Nghe An hopes that the two provinces will continue to strengthen comprehensive cooperation, going deeper and more effectively, focusing on promoting economic, trade, investment, and human resource development cooperation; at the same time, Nghe An requested Xaysomboun province to continue coordinating and providing effective support in the search for and collection of the remains of Vietnamese volunteer soldiers and experts who sacrificed their lives in the area.

In his response, Major General Bua Phan-In Tha Pan Nha, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial Government Committee of Xay Som Bun, expressed his pleasure in welcoming the delegation from Nghe An province to visit and extend New Year greetings; and sincerely thanked the leaders and people of Nghe An for their kind sentiments towards the province. He highly appreciated the effective cooperation between the two localities in the past and affirmed that he would continue to closely coordinate with Nghe An in various fields, contributing to consolidating and developing the special friendship between Laos and Vietnam even more sustainably.
On this occasion, Comrade Thai Van Thanh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee - presented commemorative gifts and financial support to Xaysomboun province.
At the end of the working session, the delegation participated in the water-splashing ritual – a beautiful traditional cultural practice during the Bunpimay New Year celebration of the Lao people.
On the sidelines of the program, the Nghe An provincial delegation attended the wrist-tying ceremony and other Tet celebrations organized by the neighboring province. These activities contributed to strengthening understanding and fostering friendly relations between officials and people of the two provinces.
