In Nghe An, the implementation of the Central Government's policies and resolutions on digital transformation has been carried out quickly and decisively.

For the Party Committees of provincial Party agencies, the Standing Committee of the Party Committee promptly issued a plan to implement digital transformation within the Party Committee in 2025, focusing on three pillars: digital infrastructure, digital applications, and digital data.

The goal is to build and synchronously connect data in accordance with Party regulations and State policies and laws to effectively utilize electronic devices and application software in directing, managing, and resolving work, as directed by the Provincial Party Standing Committee.

From strategic orientation to practical action, many agencies within the Party Committee of Nghe An province have clearly demonstrated a pioneering and innovative spirit in the digital transformation process. These breakthrough steps not only contribute to improving the effectiveness of Party work but also clarify the core value of digital transformation as a new leadership method in the digital age.

At specialized agencies advising and assisting the Provincial Party Committee, such as the Provincial Party Committee's Organization Department, the Provincial Party Committee's Propaganda and Mass Mobilization Department, the Provincial Party Committee's Internal Affairs Department, the Provincial Party Committee's Inspection Committee, and the Provincial Party Committee's Office, digital transformation is identified as a key task, closely linked to the specific functions and responsibilities of each unit.

Each agency has proactively developed a specific digital transformation roadmap, applying information technology to work processes, record management, information, and coordination, contributing to improving the quality of advisory services, operational efficiency, and building a streamlined, modern apparatus that meets the increasingly high demands of the Provincial Party Committee's leadership and guidance.

In this context, the Provincial Party Committee Office is assigned the task of acting as the focal point to advise the Provincial Party Standing Committee and the Provincial Steering Committee on digital transformation in Party agencies, with the view that digital transformation and administrative reform are central and overarching tasks.

To date, 100% of staff are proficient in using the software for managing electronic documents; online meeting and work processing systems have been implemented synchronously and professionally.

For the 2025-2030 term, the Party Committee of the Provincial Party Committee Office has set a breakthrough direction to become a center for data integration and information connectivity, directly serving the leadership and guidance work of the Provincial Party Committee.

Meanwhile, at the Vietnam Fatherland Front Committee of Nghe An province, digital transformation is not limited to the internal workings of the agency but extends to the entire political and social system, with the goal of connecting directly and effectively with the people.

A significant milestone in the digital transformation process of the Fatherland Front is the launch of the "Nghe An Digital Fatherland Front" application. With 12 diverse features, ranging from community news, document lookup, voter contact schedule to the function of submitting suggestions and proposals, this application has expanded the connection space between the Party organization, the government, and the people.

Comrade Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province, and Head of the National Assembly Delegation of Nghe An province - affirmed that this application is also "a symbol of innovation, creativity, and efforts in serving the people of the Vietnam Fatherland Front of Nghe An".

The Party Committee of the Provincial National Assembly Delegation and the Provincial People's Council have effectively implemented administrative reform and digital transformation according to Resolution 09-NQ/TU, notably with the "paperless" People's Council sessions and improved the efficiency of the People's Representatives' Electronic Information Portal.

The unit is promoting the application of information technology, innovating working methods, digitizing documents, and integrating QR codes for meeting and conference records, contributing to improving the quality of advisory services.

The Provincial People's Court and the Provincial People's Procuracy are pioneering units in digital transformation. Not only have they applied it to management, direction, operation, and daily work, but the two agencies have also effectively utilized virtual assistant software, pioneering the organization of online court sessions, contributing to improved professional quality, shorter processing times, and increased transparency in judicial activities.

The application of information technology and digital transformation at Nghe An Newspaper and Radio & Television is being increasingly promoted. By 2025, the system for evaluating and scoring all news articles published across all four types of media and digital platforms managed by Nghe An Newspaper and Radio & Television will be standardized and perfected using technological software.

Complete the technological processes for pre-production, post-production, broadcast review, and publication of programs, news bulletins, and publications. 80-90% of leadership, management, and meeting activities are conducted online through digital software and platforms. Advise the Standing Committee of the Provincial Party Committee on the development of a comprehensive digital transformation plan for Nghe An's newspapers and radio and television broadcasting for the period 2025-2030, extending to 2040.

At the Nghe An Political School, digital transformation is being implemented decisively, from mindset to action. The Party Committee and the Board of Directors are directing efforts to improve the technological skills of cadres, lecturers, and staff; prioritizing investment in infrastructure and equipment for training, research, and administration, turning this into a widespread emulation movement throughout the school.

Looking at the above approaches, it is clear that digital transformation in grassroots Party organizations under the Party Committee of Nghe An province's Party agencies is gradually becoming a practical operational method. Each initiative and application practically serves the goal of improving leadership efficiency, promoting collective intelligence, and strengthening interaction between the Party and the people. This is a vivid manifestation of the spirit of "digital thinking, digital action," enabling the Party Committee of the provincial Party agencies to take steady steps on the path of comprehensive innovation and modernization.

A breakthrough solution for the new term.

On July 17, 2025, Nguyen Duc Trung, Secretary of the Nghe An Provincial Party Committee and Head of the Steering Committee for Science, Technology, Innovation, Digital Transformation, and Administrative Reform, issued Decision No. 03-QD/BCĐ, establishing the Sub-committee for Digital Transformation in Party agencies.

This is a strategic step, demonstrating Nghe An's proactive approach, open-mindedness, and strong political determination in implementing major breakthroughs in accordance with Resolution No. 57-NQ/TW of the Politburo and Decision No. 204-QĐ/TW of the Party Central Committee.

The assignment of the Deputy Secretary of the Provincial Party Committee to directly head the Sub-committee clearly demonstrates the province's strong determination to promote digital transformation in Party agencies. This is a fundamental area for innovation, creating comprehensive, strong, and substantive changes, improving the quality of leadership, management, work style, and working methods, and contributing to bringing administrative reform in Party agencies to a new level.

As the political core within the strategic advisory bodies of the Provincial Party Committee, the Party Committee of the Party agencies of Nghe An province has clearly defined its key objective for the next term: "Promoting innovation, creativity, digital transformation, and administrative reform within the Party."

To realize this goal, one of the two breakthrough solutions to be implemented in the next five years is to promote the application of science and technology, innovation, digital transformation, and administrative reform, focusing on building and implementing the Project on Digital Transformation and Administrative Reform in the Party Committees of provincial Party agencies, giai đoạn 2025 - 2030.

He acknowledged that digital transformation in Party agencies and Party work is a new issue, with few existing models to study and learn from, but it cannot be delayed in the context of the entire province and the country vigorously implementing the digital transformation revolution.

Based on the functions and tasks of the unit, the grassroots organizations under the Party Committee need to take the lead in propaganda and education work, raising awareness about digital transformation among cadres, Party members, and the people, and implementing digital transformation in Party work, improving the efficiency and effectiveness of work resolution, and shortening the gap in bringing the policies and guidelines of the Party, the State, and the province to each cadre and Party member.

To translate this policy into action, it is necessary to emphasize the responsibility of Party committees, Party organizations, and individual cadres and Party members, especially the heads of agencies and units; linking implementation with clear assignment of tasks, specific plans, and timelines; and strengthening supervision of the implementation process along with post-implementation checks to ensure effectiveness and substance.
